Have you ever delighted in
discovering a downtown that was
charming and welcoming; rich with
the types of boutiques, stores,
restaurants and cafés that draw
people in from the street?
Most people enjoy an attractive
and vibrant area that encourages
consumers to linger awhile – a place
where one anticipates discovering
hidden treasures and is rarely
disappointed. In these areas service
providers take pride in belonging to
a bustling and pleasing community,
and their contributions to the well
appointed district are obvious in the
feeling of cohesion and belonging
that truly exists.
These areas which pride
themselves on being relaxed and
natural are usually the result of
careful planning and well thought
out organization. Many places
achieve this goal through the
creation of a Heritage Conservation
District (HCD).
Most are familiar with Niagara on
the Lake, Collingwood, Bayfield and
Stratford – downtowns that
encourage visitors to return again
and again.
Many of the places where people
revel in the atmosphere and long to
be a part of will credit their success
to a decision to actively create a plan
for their economic and culturalsustainability. That plan often beginswith the designation of a HeritageDistrict.There are many benefits todesignating an HCD. The area to bedefined as a Heritage ConservationDistrict is based on the area’s special
character. Often HCD areas are
found in residential or commercial
“main street” districts.
The adoption of an HCD plan in
an downtown will ensure that the
community’s conservation
objectives will be respected in the
decision-making process of planning
and development.
HCD designation also allows a
community to identify and celebrate
what it values in an area and
provides a process for maintaining
those features which contribute to its
“sense of place”.
Other benefits realized by
businesses belonging to a heritage
district will often include eligibility
for grants, loans or tax relief to
complete restoration or conservation
work.
Also, and possibly the most
intriguing benefit, according to the
Ontario Heritage Tool Kit on
Heritage Conservation Districts,
“there is a strong relationship
between HCD designation and
cultural tourism.” A heritage
“designation can be used to
encourage and manage tourism
activity in rural and urban areas.”
The steps to adopting a plan are
well laid out under the Ontario
Heritage Act. The first, obviously, is
the request to designate an HCD
area. This process can be relatively
informal and can come from anyresident, business or property owneror from a historical or residentialsociety. The request to the municipalclerk, councillor or planner is thenreviewed by the municipality and adecision is made whether to proceedwith the process of creating a HCD.
Often the area covered by the
request will be recognized by
council as Heritage Conservation
Study Area and further research into
the development of the Heritage
Conservation District will begin.
In order to designate an area as a
Heritage Conservation District,
municipalities are required to create
a plan including a statement of
objectives and policies.
The plan must outline the
guidelines for achieving the
proposed goals. A plan is created
only after a study of the area is
completed and public input has been
obtained through a consultation
process.
The study, among other things,
will examine the character of the
area, outline area boundaries,
suggest objectives for the plan and
recommend changes to the official
plan.
Should the process proceed,
council will pass a designation
bylaw for the recognized Heritage
Conservation District and the plan
set out by the consultation process
will be adopted. The guidelines
outlined in the plan allow for greater
ability to manage change in the
proposed area and give direction for
the community to work together to
create the vibrant and sustainable
downtown that it collectively
envisions for its future.The historic village of Blyth isalready a cultural destination forthousands of people annually. Therehas long been interest in capitalizingon those tourism numbers and thedelightful mix of shops and eatingestablishments in the village is
certainly a testament to that fact.
