ACW residents fed up with motorcycle use Having been turned down three times for a Joint Emergency Preparedness Program (JEPP) grant to purchase a generator, North Huron council is taking a recent comment from the province literally. Included in the Monday night council agenda was a letter from the Ministry of Community Safety and Correctional Services. It was in response to a letter from council requesting funds to assist municipalities meet their mandatory emergency obligations under the provincial legislation. Emergency Management Ontario (EMO) Chief Dan Hefkey stated that the programming focuses on preparedness and response activities, thus emergency management requirements are the municipality’s responsibility. “As such, provincial funding is not provided.” However, Hefkey said, EMO does provide training, tools, advice and other resources to assist with mandatory emergency management activities. He went on to say that if the municipality would like to discuss how EMO can address the community’s specific needs they should contact EMO. “Send a letter saying get us a generator,” said councillor Greg McClinchey. “I’m not trying to be smart abut this, but that’s what we require.” Councillor Jim Campbell agreed saying that the generator is a tool. When chief-administrator Kriss Snell pointed out that the letter said funding was not provided, McClinchey smiled. “Ignore that. Send the letter.” At its July 8 meeting, Huron East council passed a motion that will see the Best Start program take flight this fall in Tuckersmith. The program will be offered at Huron Centennial School. Tammy Martene submitted the request and says that the program will work alongside the school with its kindergarten students to provide Best Start care on the days they are not attending kindergarten. This appealed to councillors as children could ride the same bus to the same place every day of the week. The program is funded completely for start-up costs and offers wage subsidy for employees and parents who qualify through Huron County. A classroom at the school has already been provided and has met the Ministry of Education’s approval. *** Council was informed of a heavy moisture content in the flooring of the new Family Health Team building. This is an issue because the tile flooring cannot be laid until the moisture content goes down, possibly delaying the opening of the building for two weeks. Initially the building was to open by the beginning of August, however, with this most recent development, there is a possibility that the centre could open closer to the middle of August. The cabinetry for the centre is ready now and clerk-administrator Jack McLachlan says the electricians are right on schedule. *** MacLellan reported back to council about his most recent meeting with South Huron regarding the landfill. He said that while not much was discussed, he was told that recent projections say the landfill should be equipped and open until 2011. However, all of South Huron council will be attending the next meeting in August when he expects many of the details to be ironed out. According to some residents in thearea of the Maitland View Estates inAshfield-Colborne-Wawanosh(ACW) Twp. they are just about fed up with illegal use of private and township property for motorbike racing. Residents of Maitland View Estates and adjoining properties have contacted the township twice in the past in regards to unauthorized use of motorbike vehicles on privateproperty and township right-of-ways, which they say are anunwelcomed and unwantednuisance.In a letter addressed to ACWcouncil, two residents have expressed their sincere displeasure with the problem. “In recent years, we have become increasingly concerned about motorbikes and trucks racing along this right-of-way past our house to and from the gravel pit situated north of the pump house.”The letter states that riders haveincorporated the right-of-way into a‘looped circuit’, which includes thegravel pit, the hay field west of thepit, Fern Drive and MaitlandAvenue. “There are significant safety concerns associated with this situation, given the number of children who play on the roadways and park/pit areas,” the letter continues. “The noise generated from these bikes is also completely unacceptable in a residentialsetting.”“Police have escorted youth off ofthe property in the past, but it’sprivate property. We have no say init,” said ACW public workssuperintendent Brian Van Osch. The right-of-way in question is a stretch of roadway that leads to a pump house on ACW property. Van Osch said that the pump house is scheduled to be shut down in the next year. “I think that what they’re asking is for our support,” said councillorBarry Millian. Councillor Marilyn Miltenburgadded that residents have begunkeeping records of license platenumbers of vehicles that park withinthe areas in question and “tear around the property on bikes.” Councillors agreed that ‘No Trespassing’ signs could be put in place immediately before ‘No Motorized Vehicle’signage could be installed at common entrance points.
