motion that would initiate a watering
ban in Seaforth and Egmondville at
its June 17 meeting.
While the bylaw that authorizes
council to take measures to suspend
water use under specific
circumstances some time ago, a
motion was still required to be
passed to enforce such a ban when
the time came.
The recommendation came from
public works manager Barry Mills
that would suspend water use
through a hose or other attachment
or for use for lawn or garden
sprinkling or for any fountain, the
washing of automobiles or for the
filling of swimming pools.
Initially, councillor Larry
McGrath was opposed to the motion,
unsure as to why it needed to be
passed after passing the initial
bylaw. However, it was explained to
him by clerk-administrator Jack
McLachlan that this was a legal
measure.
Deputy-mayor Bernie MacLellan
agreed, saying that legally, if council
did not pass this second motion,
Mills and the municipality were not
legally allowed to enforce the bylaw.
McGrath came around once it was
explained to him that it was a legal
issue.
McLachlan said that while he
expects citizens to abide by the
bylaw, he says this motion allows the
municipality to prosecute after an
initial warning against excessivewater use is issued.After a warning, if someone isobserved breaking the bylaw again,
the municipality can prosecute.
This comes after the municipality
began flow-testing on three new
production wells on May 26. This
involved the installation of filters on
the Welsh Street well.
The report Mills submitted to
council at its June 17 meeting states
that the filters have had the effect of
reducing the quantity of water
available until the new production
wells are brought on-line.
“It’s necessary to reduce water
consumption and to conserve water
in Seaforth and Egmondville during
this time,” he said.

the F.E. Madill rugby teams as they plan on visiting England and Wales in 2009. Tickets will be
sold by F.E. Madill’s Andy Jones and the quilt will also be featured at several fairs and county
