At a regular board meeting
Monday, June 2, trustees
unanimously supported a staff
recommendation to adjust
attendance boundaries between St.
James elementary school in Seaforth
and St. Joseph’s elementary school
in Clinton.
And they tabled another
recommendation to increase the
threshold walking distance to urban
schools for students to be
transported by bus, in hopes of
coordinating more closely with a
similar policy change expected at the
Avon Maitland District School
Board.
For the boundary change, the
affected areas are in the wards of
Tuckersmith, Hay and Stanley.
According to Huron-Perth business
superintendent Gerry Thuss, official
boundaries weren’t actually being
adhered to by students currently
living in the area; instead, they
applied for boundary-crossing statuswith the board. The slightadjustment, therefore, reflects whathas been happening in practice.The official change really becamenecessary with the introduction of acomputer-based transportation
logistics program by the newly-
initiated Huron-Perth Transportation
Consortium.
The consortium, the creation of
which was a condition of securing
top-level transportation funding
from the provincial government, is
operated jointly by the two publicly
funded school boards in Huron and
Perth Counties.
“The computerized system really
looks for certainty in terms of where
that boundary is,” explained Thuss.
If students live at or near a boundary
and are shown to be attending school
on the wrong side, red flags show up
in the system.
According to Thuss, it’s unlikely
any more similar minor adjustments
will be necessary elsewhere in the
board. “We’ve gone through pretty
much all the areas now and we think
we’re pretty clear.”
One aspect the school boards are
not clear on, however, is the
threshold distance an urban student
must walk to school before
qualifying for bus transportation.Because both boards are nowusing the same software program,the least complex approach would befor threshold walking distances to bethe same for each. But that’s notcurrently the case.
For the Catholic board, any
elementary student living further
than a 1.2 kilometre distance from
their school is eligible for
transportation. The Avon Maitland
board, meanwhile, phases in longer
threshold distances as students get
older. It’s 1.6 km from kindergarten
to Grade 3, but then it rises to 2.4 km
and eventually 3.6 km for students in
Grades 7 and 8.
A staff recommendation before
the Catholic board at its June 2
meeting called for an increase in the
threshold walking distance to 1.6
km.
“The consortium is working on
moving to similar policies for each
board at the same time as respecting
each entity’s authority to manage its
own operations,” states a staff report
about the issue. “We believe that a
move to a walking distance
calculation will greatly assist in the
operation of the consortium, which
will benefit both boards.”
According to the report, out of a
total of 2,282 students transportedby the Catholic board, 56 would beaffected if the change wasimplemented today. Of those, 15would attend Jeanne Sauve inStratford, 11 would be from SacredHeart in Wingham, and there would
be 10 students affected from each of
Precious Blood in Exeter and St.
Joseph’s in Clinton.
The remainder would be scattered
sparsely over a few other schools.Trustees voted to table therecommendation. Interviewed afterthe meeting, Stratford representativeRon Marcy said the board wouldprefer to wait until the AvonMaitland board begins its own
review of student transportation
guidelines before making a decision.
“We have until September, 2009.
So there’s no hurry,” he explained.

Lew told county council, June 2 that
since the meeting of the health,
ambulance and social services
committee, when the use for the
surplus equipment was decided,
there has been new information.
“I found out from the Heart &
Stroke Foundation that this can’t go
to the courthouse. This round was
for arenas and pools so it has to go
through a process for us to be
granted one.”
As the committee
recommendation was before county
council for final approval, chief
administrator officer Larry Adams
clarified procedure. “If you approve
the motion, you will have to buy a
defibrillator for the courthouse.”
The committee defeated a motion
to purchase four for the courthouse
prior to the recommendation to
place the surplus one there.
The issue will be given
consideration at the next committee
of the whole for a recommendation
to county council.
