THAT a special annual rate Shall be imposed, levied and icollected over and above all other rates upon the land in respect of which the money Is borrowed, sufficient for the payment of the principal and interest as provided by the Act. THAT By-law No. 9 of 1954 Is hereby repealed for the (purposes of further borrow­ ing. THAT By-law No. 9 of 1954 shall remain the authority for all monies borrowed under it until Dec, 31 of 1976, upon which time the powers of By-, law No. 9 of 1954 shall be ter­ minated.
