Britnell, engineer of thp Huron County highways department, Reports that the Huron County toad system overhaul has been completed. He fully explains the overhaul in a story submitted thi^ week. “in 1963 Huron County, a- long with every other County in Ontario,, commenced a de/ tailed study pf its pounty Road System which, among other things: - “Classified ‘ every . County road by type and- u^e; deter mined the road's wh'ich should form pprt of the County Road System; determined the five- year financial requirements of tbiiS system to bhing it up to a reasonable standard, which re sulted in a financial arrange ment with, the Ontario. Depart ment of Highways by iyihich.the defined construction and main- ■ tenance needs of the road sys tem would be met. “The study was completed in 1965 and' approved, by County Council iin'1965 and 1966. The approval by council^ included •revisions to the County Road System which meant ‘that some 47 miles of roads in the system which did not meet the require ments for a county tread were removed from the coUnty sys tem to become the responsi bility of the local municipality it which they are located., ‘ ■ “The county a.grieed'to bring every mile of rtoad reverted to a local- municipality ,up to the acceptable standard for local roads in this area at no cost to the municipality involved. The county also agreed to make a . '4 *cash payment to every munici pality having roads reverted ’to itZ This., cash payment repre sented the“’municipal!ity’s share of the cpst of .maintenance on the road for .the next five years. ■When these-tmonies are spent by the municipalities' on their road system they will qualify fpr the usual subsidy from the Department of 'Highways as provided ,in the Highway Im provement Act- “The amount paid to each munipipality involved, ' plus the DHO subsidy, is as follows: “Aslifield,' $17,413.24; Col- borne, 9,161.80; Goderich,' 7,278,60; Hay, 17,633.90; • How- ick, 6,430.50;- Hullett, 4,270.80; Stanley, 9,234.30; Stephen, 15,r 442.20; Tuckersmitih, 10,449.50; Turnberry, 4,812.96; W. Wa- wanosli', ’4,017.38 and Zurich, 5,195.40. ■‘As noted above this amount represents the total cost of maintenance on • the roads re verted1 for the next five year's. The reversion, therefore, does not place a financial burden on any municipality. “In keeping with a policy an nounced by the Hon. Charles S. MacNaughton, Minister of Highways, the County of Huron has been reimbursed in full for its share of the payments listed above. This means that main tenance costs for five years on these reverted roads is paid fully by Highways property County. “The financial arrangements associated with achieving the needs objective of the Huron County Road.System have re sulted in recent development the Department Pf at no cost to the owner in Huron i 4 road pre-engineering designa tions on sections pif County .
