The Citizen, 2009-12-17, Page 19A Washago man pled guilty topossession of marijuana when heappeared in Wingham’s provincialcourt, Dec. 10. The federal Crown said Samuel Daniel Frydrych, 19, was charged Oct. 3 after Wingham police stopped his vehicle to check his sobriety. They searched the vehicle after seeing an open case of beer inside, during which they found a bong and a metal case containing less than onegram of marijuana.The accused has no record, butdoes, the Crown said, have a past diversion (a program that enables people to avoid a criminal record by doing such things as community service. Asked the reason by Judge R.G.E. Hunter, the Crown said it was related to drugs. Hunter fined Frydrych $300. He has 30 days to pay.THEFTA Brussels man pled guilty to theftunder $5,000. Attorney for the Crown Teresa Donnelly said Stephen Henry Morin, 26, was charged Nov. 23, 2007 after a victim reported that the accused had taken $60 from her bank accounts on Nov. 5. Donnelly said that the victim also stated Morin had gone to her residence after and admitted his guilt saying he didn’t know why he had done it. Duty counsel Lynn Johnston said the victim had given Morin her bank card and pin number and asked himto make a withdrawal. “However hetook out more,” said Johnston.The Crown filed Morin’s record with the court. Hunter fined the accused $250 which he has six months to pay. He also has 15 days to make restitution. Morin was also placed on 12 months probation. BREACH PROBATION Joseph Topor of Clinton was charged Oct. 31 for failing to comply with a probation order made in 2008. The 24-year-old pled guilty. Donnelly said the 24-year-old was one of three males walking down the street in Wingham on Halloween atabout 10:30 p.m. when a passingofficer noticed that two of them wereholding beer bottles. She said the officer recognized Topor as someone who was on probation, a condition of this being that he was to abstain from alcohol consumption. In speaking with the accused, the officer noted that Topor had beer on his breath. Donnelly told Hunter that Topor has been reporting to the probation officer regularly, and that the Crown’s position was for a fine. Topor has 30 days to pay the $100 fine. THE CITIZEN, THURSDAY, DECEMBER 17, 2009. PAGE 19. A proposed mandatory septic system maintenance program is one step closer to proceeding throughout Huron County in 2010, but it will be user-pay. Huron County committee of the whole passed a recommendation at its Dec. 9 meeting that a user-pay system be investigated and financial assistance be solicited from the provincial government. When the proposal was first brought to Huron County council, said Huron East mayor Joe Seili, it carried no charges from the county’s general levy. However, in safe water manager Bob Worsell’s report, presented at the Dec. 9 Huron County council committee of the whole meeting, the program now carries a one-time $102,124 allocation from the general levy, something Seili said felt like a “double charge.” Several councillors had problems with the report, including the “double charge,” the mandatory pump-out that may not coincide with a homeowner’s regular pump-out schedule and costs that may be incurred by people who may not have the money to pay them. In addition, Worsell’s report carried a provision to hire at least one new employee to help carry out the program, an additional charge that had been frozen earlier in the meeting in a motion proposed by Seili that new hiring be frozen until the service delivery reviews have been completed in 2010. Seili brought forth a new motion that the program go ahead as a user- pay system and that the provincial government, which has handed down these new regulations, be petitioned for funds relating to these new costs.
