The presentation was conducted by Dr. Robert Shipley and three of his students from the University of Waterloo who looked at Blyth in terms of a heritage conservation district for their final project of the semester. Niki McKennan, Danielle Gilby and Isaac Swansan found there to be much merit in the concept and felt that such a designation would elevate Blyth’s status throughout the province. Five groups worked on the Blyth project. Two were assigned to look at the village’s business district, two were assigned to the commercial and residential areas and one group focused on the village’s tourism strategies and opportunities. This initiative would result in a district study and one blanket concept of what the village of Blyth should be, as opposed to individualhistorical designations patchedtogether building by building.“This would focus on what is vitalto the quality of life and character ofBlyth,” McKennan said. “It would,however, still allow changes to property, while preserving the overall concept of the village.” While looking at the core business area, Swansan said, there was an architectural review done, which evaluated the styles that are used throughout Blyth in addition to its many streetscape features. Some of the most important aspects of the village’s streetscape, Swansan said, were the creative fire hydrants, the village gateways, the landscaping and hedgerows throughout the village. Gilby stated that a detailed building inventory would have to be done and further assessments would have to be made throughout the village in addition to the eventual public consultation before any final decision could be made. She, however, agreed that there are several aspects of Blyth that are worth preserving. “The village’s vegetation is mature. It maintains the village’sscenic view and reflects its historicalcharacter,” she said. “It reflects theendurance of Blyth itself.”She said that a tourism marketingplan would be key, which issomething North Huron has already undertaken. She said the village is already off to a great start in maintaining its historical image. Some of the steps that have already been taken towards preserving the village, she said, are that many of Blyth’s businesses are locally-owned and working together with co-operative marketing. She suggested partnering with close towns that have taken measures towards historical designation like Seaforth, Goderich, Bayfield and Stratford. She said it would be important to place the designation on the village in order for it to be recognized within the province as historical. She emphasized making partnerships with nearby towns, offering bus packages for Blyth Festival shows or looking towards spas, restaurants and other attractions for potential partnerships. Shipley said that the designation would be adopted through a bylawwith guidelines and a reviewprocess.He said that in other towns thathave adopted such a bylaw, therewere almost no changes that wereturned down and very few conflicts within the community. He said that people who live in such a town often already care about historical value and care to carry it on. One snag in the plan, however, was the lack of communication between such a bylaw and accommodations being made for those with disabilities. McKennan said that she has not learned much on the subject because the two worlds have yet to make a real effort to get on the same page. Shipley agreed, saying that not much progress has been made in the way of heritage designations which fall in line with accessibility. However, he said, he has seen it done where both parties can be satisfied without compromising the look of a historically-significant building. Clerk-administrator Kriss Snell said that while nothing has been officially drafted or adopted by North Huron, the township will be moving onto the next steps, whichwill be further assessment andeventually public consultation toassess the interest the public wouldhave in such a designation.
