Meanwhile council learned that its working funds are being tied upbecause it is unable to billlandowners for the Belgrave watersystem for $1.1 million or collect$337,000 in grants because NorthHuron is disputing the cost sharing ofthe project. Arbitration may be required but Michie said North Huron’s lawyer has been slow to act to put the process in place. Council debated sending a letter toBelgrave water customers explainingthe reason for the delay in billing. “I’d like to explain why it’shappening: tell it like it is,” saidmayor Dorothy Kelly.But Beaven questioned, “What purpose does it serve? To me it’s just being antagonistic.” Noting the money being borrowed to pay for the work done, however,Gowing argued “It’s in our intereststo bring this to a quick resolution.”He said he had been approached byratepayers asking for an explanationof the delay.He argued that it was time to put “a burr under (North Huron’s) saddle to get pressure to get something done.” PAGE 24.
