that the charge was laid just weeks
after Michael William Cowan was
convicted of driving while impaired.
Cowan had pled guilty to the
drunk driving charge in Wingham,
Nov. 20, and in addition to a $1,200
fine, lost his licence for a year.
Donnelly said that on Dec. 7,
just before 9 a.m., police officers,
who knew the accused, saw him
driving.
Defence counsel Lynn Johnston
said Cowan, 53, was taking his
girlfriend to work as it was snowy
and she couldn’t get her car out. She
noted as well that her client has been
“trying to get his drinking under
control” and had not had alcohol for
some time.
Hunter sentenced Cowan to 45
days in jail and suspended his
licence for one year. Cowan asked
that his fine be commuted to jail
time so gained another 21 days to beserved consecutively.CONDITIONAL DISCHARGEA Teeswater woman pled guilty touttering a threat.
Donnelly said that Nov. 20,
Cassandra Klinger, who was living
in Ashfield-Colborne-Wawanosh
had made a phone call during which
she threatened to burn the home of
her landlord, adding, “That’s a f-----
g promise.”
Klinger has no prior record.
Hunter granted a conditional
discharge and placed Klinger on 12
months probation.
THEFT UNDER $5,000
Quentin Carrick of St. Thomas,
formerly of Wingham pled guilty to
theft under $5,000.
Donnelly said that at 2:30 p.m.
June 18, an officer in North Huron
was flagged down by the victim who
said his pickup at been stolen just
minutes before. Two children who
were playing nearby were
questioned by police and provided a
description. Donnelly said that
while they were talking the accuseddrove by. Police apprehended him laterwhile he as walking. He had thetruck’s insurance and permit with
him. The truck was eventually
recovered with no damage done to it.
Hunter suspended passing of
sentence and placed Carrick on 12
months probation.
ASSAULT
Allan Payne, a former Wingham
man, now of Timmins, pled guilty to
assault.
Donnelly said the victim was
walking on a path in North Huorn
when he was pushed to the ground
by another person. “Payne’s version
was that the victim was knocked
down, then when he got up Payne
punched him at least four times,” the
Crown said.
Donnelly added that the victim
had a large goose egg on his
forehead and red marks on his face.
She noted that Payne told police
he knew he had done the wrong
thing, but that the victim had been
doing a number of things thatbothered Payne and it “just adds upover time.”Acting as duty counsel, Johnstonsaid Payne has difficulty dealing with high stress. Morris-Turnberry will explore the
cost of setting up its own fire
department before considering
negotiations with other
municipalities for fire coverage.
At its March 17 meeting, council
received a letter from North Huron
offering coverage for parts of
Morris-Turnberry from the Blyth
and Wingham stations of the
proposed North Huron Fire
Department and asking for a
specific, detailed description of the
portions to be covered by each
station plus the portion of
assessment by class within those
areas.
The letter promised that terms
would probably be similar to
what Morris-Turnberry is now
paying as part of its share of
the Blyth and District Fire Area
Board and the Wingham Area Fire
Board.
But council decided to explore the
option of having its own department
before beginning negotiations.
“I think that we need something to
start bargaining with,” said
councillor Bill Thompson, who
made the motion to conduct a study
into the costs.
“It’s just an option,” said mayor
Dorothy Kelly. “It might not be
anything we want to consider. It’s a
starting point. We’ve got to get
going.”
