Revenue Minister Allan
Grossman said today that
approximately 8,000 part-time
workers have been employed by
his ministry to carry out the
enumeration of Ontario
residents which began Tuesday,
September 5.
The enumerators are required.
to collect basic information
concerning each resident, such
as name, year of birth, property
occupancy status, citizenship
and school support.
Mr. Grossman said the
enumeration, which will take
place during September, is
important for five basic reasons,
"First, this 'information is
essential to producing municipal
voters' lists, A 'Canadian citizen
or British subject who is a
resident, at least 18 years old,
can vote in municipal and
school board elections.
Preliminary voters' lists Must be
delivered to municipal clerks by
October 10 for use in local and
school board elections on
December 4.
"Second, the data is necessary
for dividing the education
portion of property taxes
between the separate and public
school hoards.
"Third, the enumeration will
provide the Ontario government
with a population census for use
in distributing per capita grants
to municipal governments.
"Fourth, updated ownership
and occupancy records and
mailing addresses will assist the
municipalities in their tax
billing procedures.
"Fifth, the statistical data on
characteristics of municipal
populations will assist planning
agencies at all levels of
government."
Mr. Grossman said that, in
most cases, information will he
collected by the enumerator
interviewing a resident at each

property for a few minutes. The
resident providing information
will be asked to sign the
enumeration notice as being
correct to the best of his or her •
knowledge. The enumerator will
sign the notice as well and will
leave a copy with the resident,
"If errors should he recorded,
they can he corrected later.
What we are trying to do is
ensure that the information
gathered is as accurate as
possible and that every resident
who is eligible to vote in
municipal and school hoard
elections is on the voters' list,"
Mr. Grossman explained.
Enumerators will visit
residential properties during the
day or in the evening depending
on when a resident is most likely
to be home.
If the enumerator cannot
personally contact a resident, an
enumeration notice and a
postage-paid, addressed
envelope will be left at the
property. This notice should be
mailed in as soon as possible to
ensure that eligible voters are
included on the preliminary
voters' list. This list must be in
the hands of the municipal clerk
by the October 10 deadline.
The list will be published for
public scrutiny and will be
revised by the municipal clerk in
early November to correct
errors.
Anyone who is eligible to vote,
but is not on the preliminary
voters' list, can contact the clerk
for inclusion.
Middleton
The A.C.W. of St. James,
Middleton will meet Thursday
evening, September 14 at 8:00
p.m. at the home of Mrs. Alvin
Dutot, Roll call is the
"Highlight of my summer
diary".
This being the first meeting of
the new season, all members are
asked to make a special effort to
be present.
Our congratulations to the
Rev. and Mrs. Youmatoff and
family 'orithe birth of their sixth
grandchild, James Alexander
Alan Mackenzie, the son of
Major and Mrs. Peter
Mackenzie of Ottawa. He was
born Aug. 23 in the Clinton
Public Hospital. He is named
James after St. James,
Middleton, as his mother had
attended three of the church's
major centennial events just
prior to his arrival.
St. James Church has recently
been enhanced by the addition
of beautiful red carpet down the
centre aisle. This was formerly
at the Chapel of CFB Clinton
and was given to the Rector. the
Rev. George Youmatoff (a
former padre), who in turn,
presented it to St. James
Church. Surely this has been "a
vintage year" for the
Youmatoffs and for the people
of St. James', Middleton as the
centennial year enters into its
final months.
A beautiful basket of flowers
was placed in St. James Church
on Sunday August 27 in loving
memory of M.J. Schoenhals by
members of the family.
Flowers graced the altar of St.
James Church on Sunday last in
loving memory of Gordon Smith
by his parents, Mr. and Mrs.
J.W. Smith and family.
Mrs. Edward Wise returned
home last week from the
Victoria Hospital, London.

ON THE ONTARIO MUNICIPAL BOARD
INVITATION TO SUBMIT WRITTEN BRIEFS
On June 30th, 1972, the Ontario Legislature appointed a
Select Committee to examine, inquire into and report upon
the Ontario Municipal Board and to make
recommendations on: (a) the purpose, object and functions
of the Ontario Municipal Board. (b) the jurisdiction of the
Ontario Municipal Board. (c) the structure and
organization of the Ontario Municipal Board. (d) the
procedures and practices of the Ontario Municipal Board.
(e) the procedures by way of appeal from the orders and
rulings of the Ontario Municipal Board, including appeals
by way of petitions to the Lieutenant Governor in Council,
(f) the relationship of the Ontario Municipal Board in the
discharge of its responsibilities with the Provincial
Government, local government and the individual citizen.
The Committtee invites written briefs from individuals and
organizations who may wish to present information,
opinions or suggestions regarding any of the above matters
relating to the Ontario Municipal Board.
Briefs must be submitted by September 15th, 1972 to the
