BY
THE CORPORATION
OF
THE TOWN OF CLINTON
FOR APPROVAL OF A BY-LAW
IMPOSING A SEWER RATE
TAKE NOTICE THAT:
1.. TFte Council of the Corporation of the Town of Clinton intends to apply to The Ontario
Municipal Board for approval of the co nstruction and exten'sron'to the existing sewage works,
including the construction of a new pumping station on Lot 900 on Osborne Street, the
construction and installation of a 12 inch force main running from the pumping station
easterly to North Street; thence Southerly along North Street to Dunlop Street; thence
easterly along Dunlop Street to King Street; thence southerly along King Street to a point
approximately 500 feet southerly from the railway crossing where it will join an 18 inch
gravity main to continue along King Street to its intersection with Gordon Street where it will
join a 21 inch main which wi I I continue along K ing Street to Walker Street and the latter main
-will there join a 24 inch gravity main to continue across Lots 103 and 104 a distance of
approximately 265feet to the site of a new water pollution control plant which will also be
constructed on part of Lots 103 and 104, PIA 7 Victoria Terrace, Clinton, at a total protect
cost of $770,800.00 after application of an anticipated forgivable portion thereof, there wil l
be a net project cost of $642,300,00. It is intended to charge the whole of the cost of the work as
a sewer rate for a period of 20 years upon lands that will or may derive a benefit therefrom.
2. It is proposed to raise the whole of the annual payments by a surcharge of 240 per cent on
the monthly water bill. There will be an additional surcharge levied against each user to
cover the maintenance and operating costs of the system, based on the annual water account,
of approximately 155 per cent,
3. The following examples show approximately the average annual charges for the average
Clinton household:

Therefore the total cost, as inti, ated above, is estimated at $99.00 for the average household
each year.
4,(a) The area upon which the sewer rate is to be levied will include all of the property
within the Town of Clinton having sewer connections.
(b) The following exemptions will be granted:
There will be a maximum sewage rate charge of $20.06
monthly and any water user whose sewage rate will exceed
this sum based on the proposed sewer charge will be exempt
from paying any monies in excess of $20.00 monthly.
5. Any ratepayer may, within twenty'one days after the first publication of this notice, send
by prepaidpost to the clerk of the Town of Clinton, at the address given below, a notice in
writing stating his objection to such approval or to the imposition of the special rate,

and rnay approve of the saidworks, but before doing so it may appoint a time and place for a
public hearing when any objections wi I I be considered, but notice of such hearing will be given
only to those persons whd have given notice of objection as provided for above.

Course will help
"Urban Farmers"
Many urban residents, in an
effort to get away from the rat
race and pollution of the city, are
buying country estates and farms.
Some leave their jobs behind to
become full-time farmers,
Others, who are maybe more
apprehensive, move to the
country to dabble in farming and
commute to their jobs in the city.
One thing is certain however-the
trend is growing and in an effort to
provide this "growing crop" of
new farmers with practical
information so that they can
operate a successful farming
enterprise, the University of
Guelph will offer a special
program in applied agriculture
this fall.
Offered through the
University's Oiffice of Continuing
Education the special program
will he given by Guelph faculty
starting in September, twice
weekly in the evening at two
locations-the University of
Guelph campus and York
University campus.
It is generally accepted that
more farmers are not needed in
the industry, but BETTER
farmer's are. Sbine of the "urban
farmers" who have demonstrated
their management ability in their
city jobs, need technical farm
training. This is what the Guelph
course hopes to give the aspiring
farmer.
It is hoped that the knowledge
learned in the classroom will
result in substantial savings to
new farmers, through reduction
of loses and through better
farming practices. To qualify for
a certificate in applied
agriculture, a student must
complete six courses.
