A visitor to the News-Record 04
Mendayof this week was a former
editor, Eric McGuinness. Eric,
who has been on the staff of the
Hamilton Spectator for some
time, preceded the present
editor, Keith Roulston.
During activities at the annual
convention of the Specialty
Advertising Counselors of
Canada held Feb. 7 through 11 in
the Martinique Motor Hotel,
Montreal, Bill Riehl was awarded
the "Best Promotion 1971"
Spectas Trophy by the
Association.
This award is presented
annually to the advertising
distributor in Canada whom the
association felt put forth the best
promotion of specialty
advertising for a specific
purpose. The items used were in
conjunction with a "Work Safely"
program in a Northern Ontario
mining industry.
This beautiful trophy along with
others at the event for various
categories were presented to the
recipients by Debra Barbagallo,
Miss Grey Cup 1971.
Bill and Gamester Advertising
Service Lfmited with whom he is
associated were also runner-up in
another section.
Attending the convention with
13111 were his wife Gladys and Phil
Gamester, President of
Gamester Advertising Service
Limited. Also attending were
Bert Robinson and Bill Gardner of
the Sheaffer Pen Company,
Goderich.

Clinton; Fifth, Charlie Broadfoot,
Brucefield (12 years old).
It is good to see a new store
filling up a vacant spot on the main
street. We know Mrs. Elliott will
find there are many ladies
interested in sewing their own
finery.

The regular meeting of the
Clinton Junior Farmers was held
on February 16 in the Clinton
Town Hall. Constable Wayne
Moulton gave a talk on
snowmobile safety with the use of
slides. John Fielder thanked
Constable Moulton for a very
interesting talk.
A joint meeting with the girls
was held and bills paid during the
business, It was decided to hold a
toboggan party and to sponsor a
dance sometime in March.
The meeting was adjourned and
lunch served.

We have some belated results
of events which occurred during
the Carnival Week.
Judges at • the Costume Ice
Carnival which was sponsored by
the Beta Sigma Phi Sorority were
Mrs. Rhea Jones, Mrs. Jay
Addison and Dr. Graham Bowker,
Winner of the Girls' Best
Comic Costume, any age, was
Peggy Jones as Carol "Bernet".
Peter Anstett, as a baggy-
trousered tramp won the Boys'
Best Comic Costume prize,
The prize for Girls' Best
dressed Costume, (a mouse) was
won by Cheryl Beane and Peter
Anstett won the boys' Best
Dressed Costume.
Mr. and Mrs. Ivan Carter were
the winners of the oldest male and
female skater on the ice,
respectively.
There were also some fast and
furious races. There was a tie in'
the Girls' Race, 6 and under, with

Incentive program i funds all allotted
The Ontario Department of
Municipal Affairs announced this
month that the $35 million
provided for this winter's Ontario
Employment Incentive Program
has been completely allocated.
Be the end of May, when work
under the program ends. an
estimated total of 1,200,00 man
days of work will have been
completed and close to 1,000
municipalities, school boards,
Indian bands and conservation
authorities will have undertaken
projects.
"Many jobs have been created
as a result of this program and
many important projects which
might not otherwise have been
possible have been undertaken,"
Marc Trewin, Director,
Municipal Subsidies Branch said.
Municipal buildings and
community centres have been
built or repaired; four
municipalities have joined
together to build a medical
centre; one Indian band is using
the funds they received to prepare
a camping area while another is
clearing a children's playground;
there have been erosion control
and other conservation and
recreation projects.
Metropolitan Toronto's
submission included a traffic
study and a research study on
chemical treatment of the
municipal water supply. The
Township of Nepean received
funds for a survey of recreation
needs.

bodies were permitted to carry
out work on private property
where the public interest
warranted, added to the scope of
the program.
The $25 million • Ontario
Employment Incentive Program
was announced by Prime Minister
William Davis last October 8th
and the amount was increased by
$10 million late in DeCember as a
result of the enthusiastic early
response by municipalities and
other bodies eligible for grants
under the program.
"A year ago we carried out a
more limited program in which
697 municipalities or Indian
bands received grants totalling
$6.3 million. Experience gained
in that program and consultation
with municipal officials enabled
us to organise this year's much
larger and more flexible
progrWeee Mr.. TreViin said. ,
In addition feitheenunicipalities'
participating, more than 50 Indian
bands have applied for and
obtained grants under the Ontario
Employment Incentive Program
this winter while more than 20
.conservation authorities and
approximately 140 school boards
applied and qualified.
The Ontario program was
designed • and administered in
such a way as to avoid conflict
between it and the federal grant
and loan programs, which were
also available to municipalities.
A feature of the Ontario
program this year was the
provision for use of up to 25
percent of the funds granted on
each project for such expenses as
supervision, materials and
equipment. This meant in most
