Huron County planner Carol Leeming assured councillors approval in principle was only to aid the Avon Maitland District School Board in negotiations with the Ministry of Education for additional funding for the school which is already over the original budget even before final zoning approval is received. The school board still mustprovide a detailed site plan beforecouncillors can give their finalapproval. Meanwhile councillors deferred, somewhat reluctantly, a zoning amendment for a lot to be severed from the Wingham Golf and Curling Club, pending resolution of some environmental concerns. Leeming recommended the deferral after the Maitland Valley Conservation Authority (MVCA) identified an endangered species, the Wavyrayed Lampmussel, living in the Maitland River that separates the 9.76-acre parcel from the 92.49 acres that will remain with the golf course. The owner of the property mustdemonstrate that building a house onthe site will not endanger the musselbefore the Ministry of Natural Resources (MNR) will approve the zoning change. The MVCA was also concerned about replacement of the .9 acres of trees that will be removed for the building of the house. The authority generally asks that trees being removed be replaced with twice the area of trees. The golf course has agreed to plant the required trees on its properties but because the trees will not be on the property where the trees are being cut, MVCA asked for a written agreement that the trees would be maintained after they are planted. The letter from MVCA alsoexpressed concern about thevarieties of trees that would be replanted. But Deputy-Mayor Jim Nelemans was frustrated with the delay in dealing with the MNR. “I have a real concern about (the zoning amendment) being held up over this mussel in the river that’s not even nearby (where the house is being built). Sometimes it can about stop a sale if you have to wait a year (for MNR approval). I hate to see it drag on for a year or a year and a half.” But Leeming said the buyer of the property hoped to have the issues cleared up in the next month so theapproval could then go through.Morris-Turnberry approves school site in principleBy Keith RoulstonThe Citizen 1.
