councillors heard at the July 6
meeting.

Associates Limited engineering said
his company was trying to get the
report done as quickly as possible.
He attended the meeting to respond
to a complaint from Clyde Street
residents Terry and Tracey Carter
about flooding that threatened their
house on June 27.Terry Carter told council that a lotnext door had flooded three feetdeep and the water would haveentered his house if he hadn’t beenon hand to pump water away for fourhours straight. A similar flood
almost a year ago caused water to
flood into their house through the
side door, he said.
Dickson explained there were
many complications in trying to find
an affordable solution to the
flooding. Engineers had investigated
an existing drain that neighbours had
mentioned but found it was too
deteriorated to be useful. He explained there has been a longhistory of people in the areapetitioning for a municipal drain,only to withdraw their support whenengineers gave a high estimate ofhow much it would cost them.
Dickson said he was not sure the
current petitioners would want to
pick up the costs that could be
involved to go along the road. That’s
why he’s looking at the possibility of
an alternate route through
agricultural land to the river, he
said.
Carter worried that another year
may be lost in getting the drain builtbecause of the delay in the drainagereport. Dickson said the drain still mightbe able to be tendered for work thisfall if the report could be finished ontime.
Meanwhile, Director of Public
Works Gary Pipe agreed to meet
with the Carters to see what could be
done to improve their situation.
Drainage work delayed
Presence of an endangered
species, the wavy-rayed
lampmussel, could prolong the
approval of cleanouts of some drains
in Morris-Turnberry, councillorswere told at their June 22 meeting. George Guse, acting drainagesupervisor, told council that anydrains approved prior to June 11 cango ahead, but any drains after thatdate will likely take a year to get
approval for cleaning out a drain.
“We need to be proactive to start
the process for drains you’ll need to
clean out in the next few years,” he
said.
He explained that engineers can
deal through Maitland Valley
Conservation Authority with both
the Authority and the federal
Fisheries and Oceans Canada. They
have to deal separately with the
provincial Ministry of Natural
Resources (MNR) because it is not
co-ordinating with the other two
agencies.
Concerns are mostly with
sediment control, Guse said. Special
effort will need to be made to try to
reduce sediment build up.
Council passed a bylaw to enter
into an agreement with the MNR to
take remedial efforts in the Procter,
McCutcheon and Burke Drains in
Morris Ward and the Hyslop Drain
that straddles the boundary between
Morris and Turnberry Wards.
Also at the meeting, courts of
revision were held for the Tervit
Municipal Drain and the Glauser
Municipal Drain, with no appeals of
the assessments in either case.
Tender for the Tervitt Drain was
awarded to D & I Wattam
Construction Ltd. of Belgrave for
$47,422.50, the lowest of five
tenders. Marquardt Farm Drainage
of Palmerston won the tender for the
Glauser Drain with a bid of $35,038,
the lowest of four.

Blyth. He is an Ontario Scholar from St. Anne’s Catholic
Secondary School. Andre is planning on attending McGill
University to study French.

Brandon is the son of Brian and Shelley McGavin of RR4
Walton. This Ontario Scholar is a St. Anne’s Catholic
Secondary School graduate who will be taking a year off and
working before pursuing any post-secondary education.
MATTHEW BOVEN
A St. Anne’s Catholic Secondary School Ontario Scholar,
Matthew is heading to the University of Waterloo to pursue
his Bachelor of Arts. Matthew is the son of Karl and Anita
in Blyth.
JACOB VAN DORP
Ontario Scholar Jacob is the son of Paul and Heleen Van
Dorp of Blyth. In the fall, this St. Anne’s Catholic Secondary
School graduate will head to the University of Waterloo to
study Mechanical Engineering.

HANNAH UYL
Hannah is the daughter of John and Ruth Uyl of Blyth. An
Ontario Scholar from St. Anne’s Catholic Secondary School,
Hannah will be attending the University of Guelph to study
Psychology.
TYLER MIDDEGAAL
An Ontario Scholar from St. Anne’s Catholic Secondary
School, Tyler is the son of Jim and Linda Middegaal of
Blyth. He will be attending Wilfrid Laurier University to
pursue his Honours Biology Bachelor of Science.
