She was in her 85th year. Jean was born in Grey Township on October 28, 1925. Jean was the beloved wife of the late Vic Fox, who predeceased her on January 17, 1981. She was the dear sister of Stan Heibein and wife Maureen of Milverton, Kathleen Bridge of Goderich, Ruth Parkhouse of Atwood, Julenia Draper of Brussels, Jack Heibein of Guelph, Joyce Jones and husband Fred of Milverton, Phyllis Hanna and husband Thomas of Whitby, Bill Heibein and wife Debbie of Listowel and Lloyd Heibein of Listowel. She was also loved by her several nieces and nephews. She was predeceased by her parents George and Charlotte (Candler) Heibein, sisters Gertie Lambkin and Mabel, Evelyn and Joy, all in infancy, nieces Brenda, Pamela, Sherry and Patricia and nephew Scott. Friends were received by the family from 2 p.m. to 4 p.m. on July 7 as well as one hour prior to the funeral service conducted from the Schimanski Family Funeral Home on Thursday, July 8 at 11 a.m. Pastor Sandra Cable of Brussels United Church officiated. Pallbearers were Jeff Heibein, Garry Bridge, Robbie Mitchell, John Lammerant, Don Lammerant and Kyle Watts. Interment is in Brussels Cemetery. He was three years old. He was the beloved little man of Dwight and Janice (McLeod) Hallahan and deeply missed by his big brother Dawson. He was the dear grandson of Papa Murdock “Doc” and Grandma Eleanor McLeod, Nana Alfreda Hallahan, all from Walkerton and Gramps Ray Hallahan of Blyth. He will also be missed by godparents Aunt Healy and Uncle “Beaky” Jason Balzer of Listowel and Uncle Kevin and Aunt Sylvia McLeod of Hamilton. Logan was a special cousin of Camden, Hudson, Dana, Grant and Corey. Visitation was held at McBurney Funeral Home, Wingham, Ontario on Wednesday from 2 p.m. to 4 p.m. and 7 p.m. to 9 p.m. Mass of Christian Burial will be held at Sacred Heart Roman Catholic Church today (July 15) at 11:30 a.m. Father K.P. Morrison and Rev. Kevin McLeod will be officiating. Interment is in Wingham Cemetery, Wingham. Online condolences may be left at www.mcburneyfuneralhome.com At their July 6 meeting, Morris-Turnberry councillors worked their way through amendments to the bylaw that sets the rules guiding council. It took nearly an hour and a half for councillors to look at possible changes to the 25-page document that acts as a constitution for the municipality. Among the changes is a clarification of the method of choosing the deputy mayor. The position will be filled by a councillor from the ward in which the mayor does not reside. Nominations can be made from the councillors elected in that ward. Vote is by secret ballot of all council members. If there is a tie vote, the deputy-mayor will be chosen by lot. If none of the councillors from the ward wants to put his or her name forward for deputy-mayor, the position is open to anyone on council. Also adopted was a requirement for councillors to disclose gifts received. A special form will be created that members can fill in to report the gift. Council also clarified what constitutes adequate notice for a change of meeting date or location. *** Morris-Turnberry will consult its animal control officer before making any changes to its dog control bylaw. Councillors were presented with information at their July 6 meeting showing that other municipalities allow from two to four dogs in urban areas. The information was requested by councillors at an earlymeeting after they were asked toconsider allowing a Belgrave dogowner to keep a third small housedog despite the bylaw that limits the number of dogs to two per household in urban areas. Information showed Central Huron, Huron East and North Huron allow up to four dogs in urban areas while Howick has no limit. Goderich allows a total of four pets – dogs or cats. Bluewater allows three dogs and South Huron two. But Councillor Paul Gowing suggested the need to talk to Bob Trick, the animal control officer before proceeding. “We wouldn’t change a bylaw (in other areas) without talking to staff,” he said. Trick might not have any issue with a change but his experience with other municipalities should be sought, Gowing said. *** Council agreed to donate $20,000 for the Belgrave Community Centre for 2010, despite the objections of one councillor. Councillor Bill Thompson said he felt $20,000 was “a bit high”, given what other community centres receive. But Gowing pointed out that council had always tried to match the donation of North Huron to the Belgrave centre. It would actually take $22,000 to match North Huron’s contribution this year, he said. *** Now that North Huron has approved a bylaw covering the property to be used for a new elementary school on the edge of Wingham, the Huron County planning department will need to look at how this affects the bylaw forthe portion of the property that’s inMorris-Turnberry.Carol Leeming, planner forMorris-Turnberry, said the Morris- Turnberry proposed planning amendment would need to be re- examined in light of the North Huron approval. *** Gary Pipe was officially sworn in as director of public works and drainage commissioner for Morris- Turnberry. In his report to council he said a call for tenders had been sent out for paving in Belgrave with the work likely to be completed in mid-October. Reconstruction of Turnberry-Culross Road has begun. *** Adjoining landowners in Lower Town Wingham will be approached to see if they agree with the closure of parts of Albert, Patrick and Stacey Streets as requested by David Ste. Marie who owns much of the adjoining lands. The costs of the procedure would be shared by benefiting parties. *** Councillor Lynn Hoy asked that council consider seeking out more information on solar installations, saying he was hearing the there might be problems with some of the large solar panels. “I have a feeling we should know where they are and what’s going on,” he said. *** Council agreed to hold two meetings in August, on August 3 and 24.
