The county officials, who hope to encourage townships in Huron to make a septic system inspection mandatory for all members of the community, visited ACW during their April 6 meeting. The presentation, made by the county planning department and the health unit, was headed by Bob Worsell, who outlined plans that included having all systems in Huron inspected within the next seven to 12 years. “The options that were given to us were seven years, or 12 years, or anywhere in between,” Reeve Ben Van Diepenbeek said. “Seven years would cost $46 per household per year, which would be added to their taxes, while 12 years would cost $27 per household per year,” Van Diepenbeek said. “Council was leaning towards the longer amounts of time though.” Van Diepenbeek said that the costs would cover the creation of the positions that would implement the program. If the seven year schedule is adopted, it would mean approximately 1,500 tanks being inspected a year, which would require several new positions. The inspections would require the system to be emptied, which costs approximately between $150 and $200. The system would then be inspected, as well as the surrounding lands, to insure no leakage had occurred. Van Diepenbeek said that the program shouldn’t be a huge cost- shock to ratepayers though. “A septic system should be drained every five to seven years anyway, so this would fall in line with that.” The approximately 2,945 septic system users in ACW, part of approximately 14,500 in the county, could see this program come into place in the near future. “If enough municipalities support it, the system could be started by mid-summer,” Van Diepenbeek said. While the municipality levies the taxes to pay for the program, the health unit will be in charge of the inspection, doing some themselves and outsourcing others to septic haulers who are on-site for their services. The program, while new to the area, is not new in the province, nor is it a recently created initiative. “The county has been looking at mandatory septic inspections for the last 10 years or so,” Reeve Ben Van Diepenbeek said. “And 23 municipalities in Ontario already have mandatory septic system inspections. Huron-Kinloss has a program, and, as a matter of fact, we are modelling ours on theirs.” The holiday hours of the Huron County Board of Health have been recommended to be changed by Huron County council’s committee of the whole. At its April 14 meeting, the committee recommended that the Board of Health close at noon on Christmas Eve and New Year’s Eve. According to Darcy Michaud, human resource director, Huron County was just one of three of the 20 province-wide boards of health to stay open for a full day on Christmas Eve and New Year’s Eve. The option chosen by councillors was that the employees use flex time, TOIL time, or vacation time for the lost hours and the committee voted to recommend the motion. The Huron-Perth unit of the Canadian Cancer Society is holding its annual volunteer appreciation event on April 27 at the North Street United Church in Goderich. The event will run from 7 p.m. to 9 p.m. and will feature guest speaker Janet Canavan. There will also be a presentation of the Years of Service Award as well as dessert and coffee.
