Farmers union feels budget a “missed opportunity”Sean McGivern, newly electedcoordinator for the NationalFarmers Union [NFU] in Ontario, feels that the provincemissed the mark with their new
budget.
“[The recently released
provincial] budget is yet another
missed opportunity for rural
Ontario,” McGivern said in
correspondence to The Citizen.
“Ontario’s farm and food sector is
one of the largest employers in the
province, and yet it was not given
any mention in this budget. This
government has decided to place
its focus elsewhere.”
McGivern also stated that the
NFU has requested the provincial
government evaluate its
agricultural spending to ensure
farmers are benefitting, but the
group has not seen the reaction
they desired.
“This government continues to
show it has no plan or even knows
what it is trying to achieve with its
spending.”
In recent interviews, OMAFRA
Minister Carol Mitchell explained
that, while there weren’t manyagriculturally-focused projects,agriculture will benefit from theGreen Energy Act and the OpenOntario initiative. Over the past six years, theOntario Ministry of Agricultural,Food and Rural Affairs has seen an
increase of 53 per cent to its
ongoing support programs.
Some of those programs include
OMAFRA’s recent dedication of
$9 million over the next three years
to help promote Ontario products,
and $1.5 million to develop new
agri-food reasearch centres
focused on livestock and crop
production, renewable energy,
nutrituion and health.
Some agricultural experts don’t
agree, however.
Matt McCall, current president
of the Huron Beef Producers
(HBP), said that the Green Energy
Act is really a double-edged knife
for farmers.
“Aside from wind-production,
the Green Energy Act can hurt
farmers as much as help them,” he
said.
McCall explained that farmers
who buy solar panels to produce
energy have to be classified,
or apply as, a small business,which means losing certain tax breaks and other opportunities. Harvey Hoggart, formerpresident of the HBP and current Advisor Councillor to theOntario Cattlemens’ Association
believes that jobs and security won’t be generated bytying agriculture to other projects.“The [provincial] governmentputs very little towardsagriculture,” he said. “But at leastthey didn’t take any away with this new budget.”The only way we’re going toreally help farmers is by openinglocal markets and opportunities,”Hoggart said. “Exporting is morecostly.”Mitchell was unavailable forcomment as of press time.By Denny ScottThe Citizen

barriers to success, but those
barriers are what makes living in
Ontario so appealing. Factors like
climate, land value and higher
minimum wage put Canadian
producers and processors at a
disadvantage over American,
Mexican and Australian
counterparts, but also provide
Ontarians with the quality of life
they have.
“High regulations are a problem
when they aren’t applied equally,”
McGivern said. “[Canadian beef
industry participants] need to meet
standards for local and export
purposes, but imported meat isn’t
required to do the same.”
Hoggart said that the prices that
abattoirs face aren’t the only
problem created by the new
standards.
“Abattoirs have to pass those
higher prices on to someone,” he
said. “And that usually means
paying less to the producers.”
Hoggart believes that big plant
audits don’t really fit, saying that
standards simply can’t be the same
between a local processor who
might slaughter 15 head a week, and
a large plant which processes 1,500
head a week.
“It doesn’t make sense, but we do
need to maintain food safety,” he
said.
McCall said that the loss of the
small abattoirs is a loss to the
farmers in the surrounding area.
“Small abattoirs are needed
around here,” he said. “That’s pretty
much common knowledge.
“Once in awhile, a farmer needs a
job fit in, and they can’t do that at a
bigger place,” he said. “That will
just turn into a financial loss for the
farmers.”
