Huron East multiple-dog fees double, triple other areasHuron East’s dog licensing feeswere called into question atcouncil’s March 16 meeting byRuth Feeney, a concerned residentwho felt the fees were too
expensive.
Feeney said that when she was
handed her fees for the year for her
dogs, a social conversation sparked
her interest, which led her to
investigate the dog licence rates of
other municipalities. After her
research, she said, she found that
Huron East’s rates are double and
in some cases, triple the cost of
those of surrounding
municipalities.
Feeney said the costs go up even
further for people who own
multiple dogs.
Feeney said the fees have not
been reviewed since 2001 and she
thinks they should have been
reviewed by now.
“They haven’t been revised since
2001 and I think anything
involving money should be revised
regularly,” she said.
However, after looking into the
licensing fees versus the costs,Huron East turned just a smallprofit. Treasurer Brad Knight saidthat while the municipality made$38,000 from the sales of licensing,it also spent $37,000, turning just a$1,000 profit.While Huron East’s fees for one
dog are comparable with other
municipalities, the $15 charge turns
into a $40 if another dog is
registered to the house, while many
surrounding municipalities, such as
Central Huron and Bluewater,
continue charging $15 per dog, and
Ashfield-Colborne-Wawanosh
charges $20.
The costs, however, jump
significantly when a household
exceeds two dogs, even if they are
neutered or spayed.
Huron East charges $75 per dog
after two dogs have been exceeded,
while the other municipalities that
were used in the example range
between $15 and $25.
As far as the costs rising per dog,
deputy-mayor Bernie MacLellan
said that when the costs were
initially voted on, it was explained
to council that the more dogs there
were in one house, the more likely
there would be problems to themunicipality, therefore justifyingthe additional costs.Mayor Joe Seili said the biggestcosts incurred by the municipalityin terms of animals is euthanasia.He said that often dogs and catsthat are not licensed are dropped
off to the municipality, leaving
them no choice to house them and
then eventually, if they are not
claimed, euthanize them.
Clerk-administrator Jack
McLachlan said the fees were
reviewed by council several years
ago, but because the costs and
income were so close, council
decided to leave them as they were
after that review.
McLachlan, however, said he
would prepare a report for council
to review at an upcoming meeting.
Guide printed at new location
A report was prepared and
presented to council regarding the
Huron East Recreation Guide.
Lissa Berard, recreation facility
manager at the Vanastra Recreation
Centre prepared the report and said
she was pleased with the new
guide, which was printed with a
new company, as opposed to yearspast, when it was printed inSeaforth.Berard said members from thethree municipal recreationdepartments met and decided thatthe current guide was not meetingthe needs of the municipality and
they felt they should explore other
printing options.
As opposed to the chain
publication they were receiving
previously, which was local, an
independent publisher offered a
comparable price and the contract
was awarded.
Berard said the cover is now
more attractive and that people are
more likely to pick the guide up
and actually keep it than they were
before. She also said much more of
the community has been included
in the new guide, as opposed to just
focusing on the municipality’s
three recreation centres. She said
that service groups, sports and
several other aspects of recreation
were featured in the new guide,
while they were ignored in the
guide in past years.
She said they also included more
municipal contact information,
including phone numbers for themunicipal dog catcher, informationon the area’s garbage collectionand much more.“We tried to make this more of acommunity guide,” Berard said.“Not just a guide to the recreationfacilities.”
The best part of going with the
new company, she said, was that
despite the fact that they’re not
local, the cost to the municipality
was the same, despite receiving a
much improved product.
Berard said that in summation,
the recreation department is
extremely satisfied with the new
look and format of the recreation
guide and they have also received
good feedback on the guide so far
as well.
Councillor David Blaney
commended the work of the
recreation department in finding a
new printer and agreed that the new
product was far superior to the
guide the municipality had received
in past years.
“I think it’s a very professional
production,” he said. “I think it’s a
big improvement and a credit to the
community.”
