The March meeting of the
Belgrave Women’s Institute began
with a potluck lunch and a St.
Patrick’s Day theme.
The president Doreen Marks
welcomed 13 members and 15
guests and gave some Irish readings
and a blessing.
Following the meal an Irish quiz
was enjoyed with the prize winners
being Dianna Robinson, Ross
Anderson and Mary Hallahan.
The program convenor, Audrey
Fenton, read a history of Ireland, the
story of St. Patrick, the legend of the
shamrock and the leprechaun. She
then introduced Jean Fraser, past-
president of Huron West District WI
who spoke about her trip to
Charlottetown, PEI last June to
attend the FWIC convention. She
gave a history of the PEI Women’sInstitute and told of the workshopsand tours of the countryside. The
delegates enjoyed an evening at the
Charlottetown Festival to see Anne
of Green Gables. She closed with a
humourous reading, “Ten
Commandments for Club Women”.
Audrey thanked her with a gift and
people viewed her many photos and
souvenirs she had on display.
The business meeting opened with
the Opening Ode and the Mary
Stewart Collect. The minutes and
treasurer’s report were given by
Dorothy Coultes. The roll call was
answered by giving volunteer hours
and a WI achievement from past
years. There will be a Women’s Day
Out held at the Lucan arena on
Saturday,April 10 with a cost of $40.
It is sponsored by the WI, but open
to everyone, featuring speakers and
demonstrations, lunch included.
The executive meeting to plan the
District annual will be held on Apr. 7
at the OMAFRA office in Clinton.
The next meeting is on Tuesday,
April 20 at 7:30 p.m. in the church
and is the annual meeting at which
time the installation of officers for
the coming year will be held and
yearly reports given.
Development InfrastructureInitiative (OSTAR) review and themunicipality received the finalpayment in November, 2009.Michie added the municipality hadalso received confirmation that the
file is in the process for Ontario
Small Town and Rural Development
Infrastructure Initiative (OPWP)
funding for the federal share of the
additional costs with funding
available in April.
With North Huron having issued a
notice of arbitration Feb. 5, 2008,
and the system not completed and all
invoices paid until December, 2008,
Michie said Morris-Turnberry was
not in a position to bill until January
2009 at the earliest, with the interest
from that point $27,110.
Michie noted that the water users
did not hold up the process, it was
the arbitration.
Several Belgrave users were in the
gallery, with Florence McArter
saying they were told they wouldn’t
have to pay interest and that they
didn’t receive a bill, although Coun.
Jim Nelemans noted that the
municipality had carried the interest
for four years.
McArter added she had better
water before the system was put in,
although Councillor Paul Gowing
noted it had been forced on the
municipality by the province.
Morris-Turnberry Mayor Dorothy
Kelly said she didn’t like the councilgoing back on its word, which wouldmake residents trust politicians evenless. In the recorded vote, the motionfor Belgrave users to pay the interestwas voted for by Gowing, Coun. Bill
Thompson, Coun. Lynn Hoy and
Nelemans, with Kelly and Coun.
Edna McLellan voting against the
motion and Beaven absent from the
meeting.
Following the vote, Kelly said the
municipality was hoping to settle the
issue quickly and send bills out. LandfillIn other business, Morris-Turnberry landfill users will soon begetting receipts after Michie saidnumerous complaints were receivedabout receipts not being issued.
Michie said in response to the
complaints, a used cash register will
be bought which would improve
accountability and transparency.
“It’s about public perception,” said
Michie.

Acovered entry leads into a foyer separated from the dining room and great room by archways. Acoat closet is located opposite the U-

soaker tub with a tiled surround. Double basins and a semi-separate toilet will ease the morning rush hour.
The walk-in closet is roomy, and a bay window in the bedroom overlooks the back garden. An angled niche at the entrance to the master
suite will provide space for displaying collectibles or potted plants.
The second and third bedrooms share a three-piece bathroom with a towel cupboard and double basins. Bedroom No. 3 includes a
vaulted ceiling and a built-in desk, as well as a large feature window.
Asecond covered entry leads to the laundry room, adjacent to the kitchen, as well as to the double garage. Acoat closet near the laundry
