Regional Economic Expansion, Ottawa, presents certificates to R.
Spence Cummings, Huron County co-on:linator at CFB Clinton,
Reeve Hugh Flynn, Hutton Township and William Crawford of
Clinton. The men participated in the industrial development
training course sponsored by the Midwestern Ontario Regional
Development Council held at CFB Clinton. The Ontario '
Department of Trade and Development and the Kitchener
Chamber of Commerce also supplied instructors for the three-day
course.

charitable work in the
community. 6. Dances or social
functions sponsored by church
associated groups such as parish
'councils, C. W. L., C. Y. 0., and
similar groups.
For Group C the fee is set at
$2.50 per hour for a classroom
and $6.00 per hour for a general
purpose room. This includes: 1.
Functions sponsored by local
organizations and clubs when
operated on a commercial basis.
2. All other groups not included
in Groups A and B.
The above fees do not include
custodian's services, which will
be extra, if required. A fee "of
$1.00 will be charged for a
projector for movie or slides.

age.
He was'born on October 17,
1891, in Hullett Township, the
son of the late Frederick
You ngblut and Elizabeth
Patterson. ' A farmer until his
retirement, he married Elsie
Brown on January 24, 1917. He
lived in Hullett all his life and
retired to Londesboro 23 years
ago.
He was a member of
Londesboro United Church and
AF & AM, No. 568 Lodge for 55
years.
Surviving are One son, Stanley
Youngblut of Goderich, and two'
daughters, Mrs. Knox (Florence)
Williams and Mrs. Elgin (Fern)
Dale, both of Clinton. Also
surviving are a brother, Joe

Carver of Southgate, Michigan,
attended the funeral of their
aunt, Mrs. Henry White of
Wiarton. Mrs. White was the
sister of the late Mr. James
Forbes, RR 1, Clinton.

Falls and London.
"A major aim of local
government reform in Ontario is
an improved system of
community planning with the
responsibility clearly in the
hands of the elected
representatives, " Municipal
Affairs Minister Darcy
McKeough said in a speech in
Kitchener recently.
Mr. McKeough told a planning
conference that Ontario
currently lacks "the political
machinery for taking the kind of
decisive action that is needed
for implementing good
community and regional plans."
He noted that under the
regional forms of government
implemented to date, planning is
a responsibility of the elected
council, rather ,than appointed
planning boards.
As a result, he said in a speech
to the Ontario Division of the
Community Planning
Association of Canada, "the
accountability for
decision-making and
responsibility is clearly visible to
the local electorate."
The Minister said the
"traditional" system in Ontario
makes it difficult for the
electorate to know who makes
the planning decisions. "1 believe
that what is most important is
that people understand who is
making the decision."
"The confusion that occurs in
the voter's mind from the
profusion of local boards and
commissions makes for poor
participation and leads to the
erosion of local responsibility."
He rejected the argument that
placing planning responsibilities
in the hands of the elected
representatives reduces the
opportunity' for citizen
participation in this area.
Mr. McKeough noted that
local governments are
"hampered and frustrated in
reaching their full capacity and
capabilities" by a lack of
financial resources.
"There is no question that a
complete and meaningful reform
of local taxation is urgently
needed," he said. Ontario has
taken the first step toward local
taxation reform by assessing all
real properties in the province at
market value, "to establish a
uniform, equitable and
consistent local tax base."
"We recognize that the
municipalities .must have more
money. We are negotiating with
the Federal Government for
more room in the income tax
field so that we will have
increased funds to transfer to
'the municipalities."
Mr, McKeough said financial
aid to regional governments was
being increased.
The Minister stressed the
critical nature of "public
participation" in these reform
programmes.
He said planning changes must
reflect "the needs and the
resolutions of the people in the
region." The same...holds true
for local government reform.
"Our overriding objectives is
to develop practical policies that
reflect the wishes of most
Ontarians to improve the quality
of the human condition. But, for
these programmes to reach their
full potential, we must have the
interest and understanding of all
citizens in the way decisions are
made."
Mr. McKeough observed that
"what we are talking about
today is the design of a new
society for Ontario."
"We know none of this can be
achieved through a sudden and
traumatic upheaval. Rather it is
a process of determined and
guided evolution focussing on
the ways and means of coming
to grips with the phenomenon of
rapid urbanization." he said.

spent the weekend in Ottawa at
the home of their daughter and
son-in-laW, Mr. and Mrs.

Mr: .and Mrs. Joseph LOstell -
are, Confined 'to South: Huron
Hosnitar, Exeter 'as a result of an
automobile accident. They have
been removed from intensive
care unit and are in satisfactory
condition at time of writing.
Mr. Lloyd Lostell was treated
for lacerations, and released
from Hospital. Their many
friends wish them a speedy
recovery.
Mr." Harold Jones is a patient
in South Huron Hospital, Exeter
as a result of a fall at his home.
Mr. Ken Jones of Guelph
spent the weekend at his home.

five stepchildren.
Funeral services took place
October 25 from the Ball
Funeral Home, Clinton, with the
Rev. S. MacDonald of
Londesboro officiating. Burial
was in Clinton Cemetery.
Pallbearers were Fred
Youngblut, Bert Shobbrook,
tome Brown, Weldon Tyndall,
Murray Lyon and Gordon
Radford.
