CBC newsman Bill Cunningham reports for CBC television and
radio news on stories from the Far East. His job is interesting •
but dangerous and he admits he is often frightened when he
and his ca merman move into sniper-infested battle sites to
shoot film on happenings in Vietnam and Cambodia. Cunning-
team has been stationed in Hong Kong for two years. He is
seen above recording a report for television while standing
near some gun carriers.

Citing property , maintenance
as an important aspect of
anvironmental control, the
• report says "it is hard, howeVer,
to encourage people to improve
their property when they expect
to be penalized for doing so."
The report says the "best way
of counteracting this concern
and providing a clear
encouragement to owners, is to
introduce an explicit ekemption
for improvements for a limited
period of time,"
This exemption could be
achieved, the report continues,
by a moratorium on tax
increases due to property
improvements. The exemption
could cover a five-year period,
with a limit of $5,000 of
assessment on any single
property at any one time.
The report suggests the
Province should also review
"whether or not owners could
be given an assurance that
certain kinds of •maintenance
would not increase their taxes."
"If this is possible," the
report declares, "details should
be widely publicized:"
To assist• in property
improvement where owners or
tenants haven't the capability to
cover immediate costs, the
Lawson study turned to new
"loan plans."
In instances where the owner
or tenant can handle regular
interest rates, the report urged
the Government to help make
the necessary loans available
through normal lending
institutions.
In ' cases where the normal
interest rates cannot be met, the
Lawson report proposes Ontario
Government loans built on a
sliding interest rate geared to
income.
The interest rate could be
determined by a formula similar
to that used in establishing
rentals for ' public housing
tenants.
"Some people need financial
help to look after maintenance
of their property, particularly
where they are faced with a
substantial item such as a new
roof or re-wiring," the report
observes. "It is most desirable to
provide this assistance in a way
that helps to get the job done."
The study covered a broad
range of issues affecting
property maintenance and how
it related to the environment.
The report recommends • a
co-operative approach among all
levels of government; special
counselling services to assist
people in property
improvement; and a broad,
universal policy that covers all
kinds of property throughout
the province.
In releasing the report, Mr.
McKeough said the findings
followed a "thorough
investigation" of properties in
urban and rural areas throughout
Ontario.
He said the Lawson study
represented "a major
contribution to creating and
maintaining a vital
environment."
In other recommendations,

The report says that the
Province must give leadership in
property improvement and
maintenance, with the emphasis
on "encouragement and
assistance," rather than •
enforcement and penalties.
"The most important factor
in encouraging people to look
after their property is the
confidence they feel in its
future," the report says, "and in
the continuing attractiveness of
the area."

The Lawson study found that
in property maintenance and
environmental control, "there is
a tremendous amount to be
done." •
"The backlog of poor
construction, neglect, unsightly
and unsanitary conditions takes
years to rectify, It is clearly
es,sential . to focus any program
on ways of gettine the job
done."

of the ordinary individual to
look after his own property."
The Lawson study was
ordered by Mr. McKeough to
give the Government a broader
picture of problems in property
maintenance across the Province.,
The study took 15 months to
complete.

1932. Smyth's early teams were
rowdy and colorful, boasting
such characters as King' Clancy,
Charlie Conacher and Hap Day.
One of their escapades, the india
ink caper, delayed the opening
face-off for twenty minutes in
the Detroit Olympia. Batten
devotes an entire chapter to the
various team captains,
highlighting' Syl Apps, who
Smyth use to proudly introduce
as "my captain who doesn't
drink, or smoke or swear,"
When Smyth was away
fighting the war, his able
assistant, Frank Selke took
control. One of Selke's cagiest
moves was signing up the
country's most promising fifteen
and sixteen year old hockey
players. Selke reasoned, why
wait for the older boys to come
home - let's round up their
younger brothers.
It is all here - how Smyth
raised money to buy the Pat's
franchise and build the Gardens,
the Punch Imlach era, and
gloomy 1969 - written in
exciting sportswriter fashion,
with a play by play description
of the anecdotes, fighting
victories, and' fiery rivalries
surrounding this famous team.

HOCKEY DYNASTY

In 1927, Conn Smyth paid
$160,000 for a losing hockey
team named the St. Pat's. He
renamed them the Maple Leafs
and led them to seven Stanley
Cup championships before he
retired in 1961. This is the inside
