Should we make it a park

forest and helped plant more than a
million young trees.
Regional Government
A new system of regional government
is being studied and implemented in
many parts of Ontario. Under this new
system, regions combining urban and
rural areas can be co-ordinated to
encourage more equitable growth and
development throughout the prov-
ince. With these larger pools of
talent and money working on our
future, we have a better than ever
chance to guarantee the best possible
environment for all our people.
Regional Government and plan-
ning can help us build a better future;
But to do that, we need a strong
economy, to support our good inten-

this year, prior to proceeding to
CFI Kingston to attend an
extended course at National
Defence College. Major F, A,
Golding, CD, Will become
Commanding Officer (4 the Base
at a handing-over ceremony
scheduled for 24 July.
The change in command will
come with just over' a year
remaining before the final
military closure of the Base in
September, 1971. Major
Golding, the present Pase
Administration Officer, had
been selected to head the Rear
Party, entrusted with the final
details of Base closure. With the
announcement of Colonel
Ryan's posting to NDC it was
decided to advance the date on
which Major Golding would
assume command.
Colonel Ryan was appointed
Base Commander of CFB
Clinton in July, 1967. A native
of Kitchener, Ontario, he is a
graduate of the University of

Major;,-Golding a native of
Seaforth and the sea of the
Senator and Mrs, W. H. Golding
(both deceased) come to CFB
Clinton in July, 1968, as the
Base Administrative Officer. He
joined the RCAF in 1941 and
was commissioned from the rank
of Flight Sergeant in 1955.
Immediately prior to his posting
to CFB Clinton he.served as
Staff Officer of the Personnel
Administrative Wench of Mr
Transport Command
Headquarters, Trenton, Ontario.
Fiirther developments at CFB
Clinton related to the eventual
phase-out include the move of
the Canadian Forces Warrant
Officers School, to CFB
Esquimalt: The move, originally
"Municipal councillors see a

in the4 communities. Township

development and some have
asked for exploratory training
seminars toward this end"
commented Mr. Milton.
Farmers are very growth
conscious. They want
"in-depth" courses in business,
management and farm
accounting: Such courses might
run six hours per week and carry
credit towards College
certificates.
Industry seems attracted to
unite courses of several weeks
duration' for the improvement of
employees' skills. Courses for
the improvement of employees'
capabilities can be offered under
the Training in Business and
Industry Program in which the
Ontario government shares the
cost with the employer and
employees.
Mr Milton said, "several

hostesses, and waitresses in the
tourist industry".
The office of Conestoga
College's Administrator for
Huron County is to be located in
the Federal Bldg. in Seaforth.

will now he completed by

ComMander F. A, Scott, CD, the
Conalrianding Officer of CFWOS,
will maintain command of the
'POW' in lts new Ineation.
The Canacti4n Forces School
of Instructional. Technique,
under the command of
Lieutenant Colonel 0, H. Hock,
CD, will remain at CFB Clinton
until June, 1971, as originally
planned. Also remaining at CFB
Clinton until June, 1971, will be
the Canadian Forces Radar and-
Communications School,
although training facilities will
be reduced. Many of the 'training
responsibilities of CFRCS will be
transferred to CFB Kingston,
during this summer, leaving only
a small training contingent at
CFB Clinton to be transferred to
Kingston during the summer of
1971.
Command of CFRCS will be'
transferred from Lieutenant
Colonel 0. E. Warner, CD, the
present Commanding Officer, to
Major I A, Small, CD, in
September, 1970.
Lieutenant Colonel Warner is
to be posted to Training
Command Headquarters,
Winnipeg, Manitoba, as the
Deputy Chief of Staff of
Technical Training. In
conjunction with his posting,
Canadian Forces Headquarters
has announced his promotion to
the rank of Colonel effective 15
September, 1970. Major Small
is, at present, the Officer in
charge of Basic and Applied
Training.
Montreal is to be the site of
the largest international
philatelic event ever to be held
in Canada— `TOPEX 70". It is
the 21st Annual Convention and
Exhibition of the American
Topical Association and it marks
the first time that this event has
been held outside the United
States.
The show is being hosted by
the Union Philatelique de
Montreal, from June 19 to 21
inclusive, at the Paul Sauve
Sports Centre in Montreal. The
Honourable Eric Kierans has
consented to be an honourary
patron of the show and will be
participating 'the' opening
ceremonies at 7:30 p.m. on June
19.
Because the issue date of the
Louis Riel stamp coincides with
the "TOPEX 70" opening on
June 19, a special service will be
offered to collectors who attend

The Ontario Medical

Ottawa May 4 'was told the
province's maternal death rate
hit an all-time low of 1.03 per
10,000 live births in 1968. The
next lowest figure in the world
reported by the Dominion
Bureau of Statistics is 1.1 for
Sweden in 1966. The figure for
all of Canada for 1968 was 2,7.
The O.M.A. committee on
maternal welfare reported to the
annual meeting that Ontario's
maternal death rate has dropped
sharply since the committee
began investigating all maternal
deaths in 1958: The highest rate
during the period 1958-68 was
5.4 in 1959.
The number of live births in
Ontario in 1968 was 126,220, a
decrease of 1,289 from 1967.
The O.M.A. maternal welfare
committee, in co-operation with
the Ontario department of
health, investigates all maternal
deaths in the province.
Periodically reports of cases are
published in the O.M.A.
monthly journal, the Ontario
Medical Review, for the
continuing education of
phySicians.
