Under the scheme, Captain

Members of county council
learned that Captain Cummings
has been 'the Base Technical
Services Officer for the past five
years arid "therefore has a
wealth of knowledge of the
working of the entire station."
The position to be held by
Captain Cummings is temporary
in nature and will be subject to
review in 1971 depending on
development conditions at CFB
Clinton.

In addition, council approved
the hiring of secretary staff to
carry out the necessary office
work so that "someone would

Hullett Council
wants demo*
met by province
Hullett Township Council
plans to ask provincial officials if
they are prepared to meet the
mat council's aernanos.
At its regular monthly
meeting Monday, in
Londesboro, the council moved
that if government officials
attending the ratepayers meeting
today refuse to grant the
demands of the council, the
council should withdraw all
approval, imagined or otherwise
previously given.
In other business, council
voted to give a grarit of $100 to
Blyth Agricultural Fair Board
minus $32 which the board
owed to the township for
grading charges.
The clerk was instructed to
advertise for tenders for two
culverts, a gravel tender, a gravel
loading and haulage tender, and
tenders for the Verburg,
Veenstra and Volks Drainage
Works.
Council accepted tenders
from Ontario Metal Products for
two large culverti valued at
$3245 and $2215 respectively.
Applications for warble fly
inspector are being accepted
with the wage set at $1.65 per
hour and mileage at 10c per
mile.
Council issued a building
permit to Howard Cartwright to
erect a henhouse approximately
32 feet by 120 feet.
Convicted youth sent
to training school
A 15-year-old Clinton youth
charged as a juvenile delinquent
in the murder of Katherine
McGregor, found dead in her
Clinton home January 24, has
been, committed to an Ontario
training school.
The youth appeared in family
court on Tuesday where he
pleaded guilty. After a
15-minute hearing, he was taken
to Hillcrest Training School in
Guelph where, Joseph Slaven,
supervisor of the school, said he
would be confined to quarters
for the next month or more
undergoing physehiatric
examination and getting to
know the staff.
After that, he will join the 48
other boys of the school in
taking part in play and
recreational activities like any
other normal boy.
He is expected to remain in
the school until his eighteenth
birthday.

asked council why members of
the county development
committee had not advertised

employees at the base who had
been there .much longer than five
years who could have bid for the

Hensall Reeve Oliver Jaques
asked whether there had been a
change in the procedure for
closing out a military base. He
recalled when the Centralia base
was closed, all assets went
through Crown Assets before
1969 and 22 mills for
commercial, up 1 mill.
The 1970 assessment is
$2,896,025 for farm and
residential property and
$180,040 for commercial, a
total of $3,076,065, The final
tax rate will not be available,
until Huron County sets its rates
any offer was made to the
province.
"It could take a few years.
before the county of Huron gets
a chance at it," stated Jaques.
Former Warden James Hay ter
told council that Crown Assets
representatives had promised full
co-operation in this matter.
'"I think we've contacted the
right people," observed Hayter, •
"I don't know what else we can
do."
Reeve Roy Pattison
concurred with Reeve Hayter.
He said the Clinton base was
unique — perhaps the only one
of its kind in Canada — and
would therefore be closed down
in a little different manner than
normal,

A special committee to study
the problem of salaries and
employment benefits was
approved Friday by members of
Huron County Council in their
regular February session.
Members , of the committee
for 1970 will be Warden Roy
Westcott, Reeve Jack P.
Alexander, chairnran of the
executive committee; Reeve
James Hayter; Reeve Gordon
Hess; and the county
administrator as secretary.
This committee will meet to
learn directly the salary
structure and employee benefits
not only for the various county
departments, but will seek
information from other counties
At Home
big success
The students of Central
Huron Secondary School are to
be'congratulated for their annual
"At Home" which was certainly
a success in the eyes of all in
attendance.
The theme of this year's
dance was "A Moon Landing"
and the decorations were both
beautiful and a bit different
from the usual formal themes.
Music was supplied by the
"Music Shoppe" and was
enjoyed by all.
The highlights of the evening
was the crowning of Her Majesty
Sandra Idsinga, an 18-year-old
Auburn girl.
The students of C.H.S.S.
worked hard to present their
annual "At Home" and by all
reports their efforts, were
worthwhile.

Fire of unknown origin
completely destroyed the farm
home four miles south of

A passing motorist noticed

With the establishment of
two more unions •within the
county system, council approved
a uniform method of dealing
with union negotiations. It was
recommended and approved that
the Warden, the chairman of the
executive committee and the
chairman and the department
head of the particular
department involved in
negotiations plus the county
administrator as secretary of the
committee, be appointed to
handle all union matters.
Council also approved the
budget for the Children's Aid
Society at $246,527 with the
county to be responsible for
$78,553.
The Huronview budget was
approved at $848,410 with the
county's share being $94,000.
This represents an increase from
1969 of slightly over 20 percent.
The salary of the
administrator at Huronview was
raised from $10,000 per annum
to $10,700 effective February
27, 1970.
Goderich deputy-reeve Walter
Sheardown reported that
arrangements are being worked
out through the co-operation of
the Township of Blanshard and
the Kirkton Community
Association whereby the
non-resident fee can be
eliminated and at the same time,
additional hours will be made
available to the residents of the
area.
A new Branch supervisor is
now working in the Blyth
library, it was learned.
Council was advised that
Lawrence Stotesbury.-Leeson has
been engaged as a caretaker,
effective Monday, February 9.
The additional • caretaker was
necessary since the assessment
department is now using the
entire Administrative Building.
Anson McKinley, has been
named chairman of the Huron
County Planning Board. Charles
Thomas is vice-chairman and
John G. Berry is the secretary.
Council studied a few
preliminary suggestions
presented by J. A. Nicklom of
the G. V. Kleinfeldt and
Associates firm to the last
meeting of the county planning
board.
Chairman Anson McKinley
urged all municipalities to
"institute a sub-division bylaw as
quickly as possible." He said
Huron County people must
accept their new responsibilities
and accomplish some of these
unpleasant tasks which they
have been avoiding for some
time.

In the afternoon, Dr. G. P. A.
Evans discussed the problem of
drug addiction, There were
many questions from the floor
including a cmery as to how
many Huron County people
were in trouble with drugs.
Dr. Evans said there are a
few, but indicated the reported
cases do not constitute the only
cases of drug abuse in the
county. He said in most
communities the drug situation
is much more serious than at
first anticipated and he has, no
reason to assume that Hurpn
County is any different in this
respect.
Appointed
in Palmerston
The Board of Directors of the
Palmerston and District Hospital
recently announced the
appointment of Mr. Kenneth
Engelstad as administrator of the
Hospital.
Mr. Engelstad was born in
Stratford, Ontario, and received
his secondary school education
in Clinton. He is the son of Mr.
and Mrs. Orville Engelstad,
Clinton.
He has been associated with
the Royal Bank of Canada in
various branches throughout
Ontario, and joined Palmerston
Hospital February 1, 1969, after
working at Four Counties
Hospital, where he was
employed in the business office.
Mr. Engelstad completed a
course in Hospital Department
Management and recently took a
course in Hospital Organization
and Management, both
sponsored by the Canadian
Hospital Association. .
He is married and has two
small daughters, He will assume
his new position April 1.
