results from its recent citizen survey
during its Dec. 5 council meeting.
With 2,470 services issued and
approximately 379 being returned,
Chief Administrative Officer and
Clerk Gary Long feels that the staff
has a good indication of how the
community feels.
“With a response rate of about 15
per cent, I believe you can put a lot
of stock of what’s said here,” Long
said. “Anything north of 10 per cent
is good.”
Long said that there weren’t many
surprises and many responses wereexpected, but that there was stilluseful information.“Questions three and four [which
deal with age and length of time in
North Huron] provide some good
information,” Long said.
If the survey is representative of
the community, the majority of
residents are 56-65 years old as 22.7
per cent of respondents fit there.
Sixty-five per cent of responders had
lived in the community for longer
than 15 years.
“One particular note we noticed
throughout the survey was the desire
for economic and community
development,” Long stated. “That
topic is mentioned a couple of timesin the survey as an issue where weneed to dedicate more time andinformation.”
When asked about the current
services the municipality offered,
the majority of respondents were
either neutral or satisfied with every
single subject.
Policing, waste management,
administration, arts and culture,
libraries, recreation facilities,
childcare, education, health care,retail, public words, water andsewer, economic and communitydevelopment and fire and emergency
planning were all considered
satisfactory or expected according to
the results.
“This will form the basis for our
strategic plan,” Long said. “We’re
going to take time and review the
survey results. It’s important to note
that economic development and
communicating with citizens weretwo priorities brought forward in thesurvey.”Long went on to say that most of
the results were in line with
what council and staff had heard at
round table and public meetings
they held prior to sending out the
survey.

Not only will Huron East
councillors be endorsing a report
from the Huron County Low
Frequency Noise Committee, but
they will be moving forward on their
own wind turbine bylaw as well.
As the Dec. 6 meeting of Huron
East Council, councillors passed a
motion to investigate a second legal
opinion to protect the health, safety
and well-being of Huron East
residents, as well as their property.
Several councillors felt solicitor
Greg Stewart investigated possible
property damage, but not the health
and safety of residents late last
month, as council had asked for.
“Stewart failed to give us what we
asked for,” said Councillor Larry
McGrath. “This just deals with
property, this is not what we asked
for.”
Clerk-Administrator Brad Knight
disagreed, saying the wording
council provided to Stewart was
muddy and that Stewart provided
council with exactly what he was
asked to provide.
“We need a leg to stand on if
something happens to the health and
well-being of our residents,”
McGrath said.
Council also decided that if it gets
to the stage that a low frequency
noise study can be requested from
the Ministry of the Environment, not
only should council endorse it, but
councillors should request one of
their own.
Some councillors, however, were
not comfortable with how broad the
bylaw could end up being. Without a
clear focus on wind turbines, any
resident could raise a complaint
about something going on in their
neighbourhood that was causing
them their health and well being.
Councillor Bill Siemon used an
example of a landfill that disrupted a
neighbour who would then attempt
to tap into the bylaw. He also said
that if a neighbour was bothered by
ammonia and they lived next to a
chicken farm, would then the
chicken farmer be forced to shut
down his operation?
Eventually councillors decided to
have a second legal opinion on the
matter brought to them by the first
meeting of council in February.
