Continued from page 1take between eight and 10 months,the funds would be allocated in the2012 budget.However, if other municipalities were to join the appeal process, costs could be split, meaning that if the other three municipalities were to join Central Huron, a $20,000 legal bill could become a $5,000 bill, paid by four different municipalities. Deputy-Mayor Dave Jewitt, however, was concerned that Central Huron has committed to the appeal financially, leaving little incentive for other municipalities to join the process. “Once it hits the newspapers they could just say ‘not interested, good luck,’” he said. Barnim, however, said that a certain amount of faith needs to be seen and that he trusts that other municipalities of Huron County to do the right thing if they want to participate in the appeal process. “If they’re going to support it, they’re going to support it financially,” Barnim said. Barnim said the municipality is owed at least an appearance before an appeal judge so Central Huron knows whether the situation is worth advancing on or not. At this point in time, he said, he’s not ready to drop the issue, but if he’s told by an appeal judge that the fight is fruitless, he won’t pursue the issue any further. “I don’t think we should just walk away,” Barnim said. “We need to get this to an appeal judge and if he tells me to walk away, then I will, but I will not walk away until that happens.” Barnim went back to MPAC’s numbers, saying that Huron County saw a 10 per cent population drop over the last four years if MPAC’s numbers are to be believed,something he says he has a hardtime accepting.“According to MPAC, we lostover 900 people in this municipality; Huron County lost 10 per cent of its population,” he said. “That didn’t happen.” Barnim stated that there were problems with the list provided by MPAC from the very beginning of the 2010 election, saying he wasn’t on it and neither was Stewart. Barnim said there needs to be changes in the way Huron County does things, saying the county is operating the same way it has for the last 100 years, but now with over 650 employees and a $100 million budget, the county is doing a lot more than it used to.“The old way isn’t necessarily theright way,” Barnim said.Lobb, who was the only memberof council opposed to the appeal, said that in the two lawsuits she has been a part of as a councillor, estimates can grow very quickly. She said the $15,000 to $20,000 of taxpayer dollars Barnim expects to spend will likely be closer to $40,000. Barnim, however, felt the issue needed to be resolved and that Central Huron, as well as North Huron, Huron East and South Huron, were wronged in the process and that needed to be rectified. “This is not right,” he said, “and if we’re just going to sit back and take it, then shame on us.” Appeal to cost $20,000 Taking his time Harvey Black was on cooking duty ensuring that the chicken wings making their way out to hungry diners at the Belgrave Community Centre on Saturday night were tasting great. Sholdice added that the success of the brochure shows how important the database is to the project. Other high points of the year included two sold-out Wingfield performances, the success of the Phillips Studio Series and the Jimmy Rankin Concert. Memorial Hall also had a successful season with more than 50 renters generating over $9,000 in the shoulder seasons and having the Blyth Centre for the Arts contribute more than $23,000 to the operating expenses of the hall. Two of the Festival’s world premieres from the 2010 season were also published as books, A Killing Snow by Paul Ciufo and The Book of Esther by Leanna Brodie. FUTURE PLANS The Festival will also be changing in the future if things go as planned. Following up on a number of refurbishments in 2011, including repairs and upgrades to electrical systems, lighting and landscaping, Sholdice said that they planned to renovate the interior of the theatre to update its appearance. “I’ve addressed council about this before and I now have quotes on our facelift project,” Sholdice said. She stated that the project is expected to cost $175,000 and the Festival had been unable to find a single-source grant as it doesn’t fit the requirements to be labelled a capital project and is instead considered a repair. “We’re starting a fund and looking at grants that can cover portions of the work,” she said. “We’re going to undertake a capital campaign after the 2012 program is completed and start a project with community stakeholders that can Continued on page 27
