After months of searching for the
solution that best represents the
wants and needs of the residents and
works within the budget of the
municipality Ashfield-Colborne-
Wawanosh (ACW), fire coverage in
Auburn and area may finally be
uniform.
During its Sept. 6 council meeting,
ACW Council was informed that, by
the end of the month, the fire
protection polygons, which
determine which fire departments
respond to a fire, will be aligned to
have all of Auburn covered by the
North Huron Fire Department.
What started out as a budgetary
matter quickly became a catalyst for
the people of Auburn who happen to
live in either Central Huron or ACW.
Both Central Huron and ACW
councils were unhappy with theperceived price jumping fire
coverage that having the Fire
Department of North Huron cover
areas of their municipality would
cost them.
While a demonstration on the
steps of Central Huron’s municipal
offices would lead them back to the
bargaining table, ACW was
informed by Central Huron’s fire
department that they could offer the
same coverage, minus medical first
response for far less.
While this issue appealed to ACW
councillors, who were trying to
reconcile a $14,000 difference
between one year’s $7,000 coverage
costs and the new $21,000 bill they
had received, it didn’t appeal to the
ratepayers in Auburn.
Those Auburn residents who lived
in ACW were part of a small group
that were covered by Central
Huron’s fire department, while theNorth Huron and Central Huron
parts of Auburn were covered by the
newly minted Fire Department of
North Huron out of the Blyth fire
hall.
Eventually it came to light that,
while the cost seemed more
expensive, the Fire Department of
North Huron’s budget was created
with one purpose; to plan the
replacement of equipment instead of
having communities that benefit
from said equipment making one-
time large expenditures.
ACW would pay approximately
$100,000 over five years, as an
example, instead of paying $35,000
over five years and having to budget
$65,000 for a new fire truck.
The new budget would have
reserves, making those kinds of
replacements, which can often be
unexpected, something that doesn’t
need to be worried about.After several months of debate,
councillors at ACW began to feel
uneasy with their decision.
Councillor Barry Millian said that,
when he had decided to go with the
Central Huron Fire Department, he
was under the impression that they
were offering the same service ACW
residents had came to expect from
the Blyth fire hall.
However, he stated that he felt that
wasn’t true, and other councillors,
including councillor Doug Miller
agreed with him. The majority of
ACW council would come around to
this train of thought eventually.
Through the efforts of Auburn
residents, ACW and North Huron
Councillors and fire chiefs from
Goderich, Lucknow, North Huron
and Central Huron, an tentative
agreement was presented to ACW
and North Huron councils earlier
this year.After some adjustments were
made, the councils and fire chiefs
agreed on the new plan.
By the end of September, that plan
should be in place for Auburn and
area residents, resulting in a larger
area being covered by the Blyth Fire
Department prior to amalgamation,
as was originally suggested by the
Fire Department of North Huron.
Fire Department of North Huron
Fire Chief John Black put forward
the original plan with the intent of
the closest fire hall always
responding to the fire. With the
exception of some areas covered by
the Goderich Fire Department,
southern ACW will now follow that
idea. The Goderich areas, while
originally part of the proposed plan,
have been put on hold until after the
fallout from the Aug. 21 tornado
there is dealt with.
