ACW Chief Administrative
Officer (CAO) Mark Becker stated
that the Ministry of Municipal
Affairs and Housing told them that
both ACW and Central Huron could
petition Goderich to have
representatives put on the committee
responsible for distributing the
money since they were all damaged
by the same storm.
“Council is hopeful that a citizen
can partake in the Goderich
Committee, rather than create three
committees,” he said.
The application to have the
disaster area declared is yet to be
approved by the Ministry of
Municipal Affairs and Housing.
ACW Council held a special
meeting to discuss the issue on Aug.
29 due to time constraints caused by
the upcoming provincial election.
According to the minutes of the
meeting, the provincial government
cannot approve any funding request
they receive after Sept. 6 due to the
election.
Different methods through which
properties can be restored to pre-
disaster condition can be used,
including $2 per $1 matching for
fundraising for private costs.

NH council talks
RFPs, tipping fees
North Huron Township Council
wanted to clarify its position on
landfill tipping fees and the sale of
the Wingham trailer park during its
Aug. 15 council meeting.
While some councillors and
gallery members believed that
council had agreed on an auction to
potentially sell the Wingham trailer
park, members of council insisted
that their final decision wasn’t to
auction the land but to put out a
call for requests for proposals, or
RFPs.
Through using RFPs, council
would have more rights and power
when it came to selecting who
would buy the property and what
could be done after.
“The RFP gives us more options,”
Deputy Reeve David Riach said. “If
someone wants to buy the land and
lease it as a trailer park, the RFP
allows us to see that and make our
decision accordingly.
“If we put it up for auction, we
would have to take the highest bid,
regardless of price or intent,” he
said.
Both councillors Ray Hallahan
and Bernie Bailey were under the
impression that an auction had been
decided on.
Both stated that the auction was
the only fair way to go through the
process.
“I don’t want to show favouritism,
it could come out as a black eye,”
Bailey said.
“I suggested an auction because
the township shouldn’t be in the real
estate business, deciding who is
going to buy what land,” Hallahan
said. “We got into real estate back in
the 1980s and it didn’t turn out how
it should have.”
Councillor Alma Conn stated that
the RFP process allows them to deny
all offers if that’s necessary and
councillor Brock Vodden stated that
the RFP will give council a better
idea of how people wanted to use the
land.
Vodden made a motion that the
park, if it is sold, should be sold
through an RFP process. The motion
was seconded by Conn and passed
with Councillors Bailey, Hallahan
and Campbell opposing.
Council was also concerned about
how people were reacting to the
news that a minimum tipping fee
was going to be enforced at all
landfill sites throughout North
Huron.
They stated that the $10 fee will
include up to five household garbage
bags, reflecting the $2 per bag tag
cost.
