Committee appointed to study
Group Life Insurance "Chemical fertilizers used by
farmers do not contribute to
pollution of lakes and streams,"
says IV, A. Milne, a soil scientist
with the Canada Agriculture
Research Station at Lethlaridge,
Alberta.
But the results of studies
carried out by Mr. Milne have
pointed a finger at soil erosion
and liquid runoff from livestock
feedlots as factors in the
problem.
Chemical fertilizers have been
accused of contributing to
increased levels of nitrogen and
phosphorus in waterways. These
nutrients spur growth of aquatic
plants, with the result that a lake
or stream may eventually
become choked with weeds,
Mr. Milne, however, has
found the charges to be
unfounded.
His finding followed studies
of the movement of chemical
plant nutrients in the soil and
the extent to which nitrogen and
phosphorus find their way to
.surface water and to
groundwater.
"The results of the studies
show that the movement of
these nutrients has not
contributed to pollution," he
advises.
Any phosphorus that was not
Used by the plants was held
firmly in the soil and the soluble
nitrates were either taken up
quickly by the plants or
converted to other forms that do
not cause pollution.
Soil erosion by wind or water
is a big factor in a buildup of
nitrogen and phosphorus
nutrients in waterways.
Sediment, accumulating in the
water as a result of erosion,
releases nutrients that stimulate
growth of the aquatic plants.
Maitland Cemetery
overspends budget

Zurich, chairman of the
personnel " committee of the
Huron-Perth County Roman
Catholic Separate School Board,
and Trustee F. J. Vere,
Stratford, were appointed at a
board meeting Tuesday to a
committee to draw up
specifications for a teacher's
Group Life Insurance plan.
On the committee, also, will
be two representatives from the
administrative staff of the board
and two teachers. The insurance
plan was included in the salary
contract for 1971-72 term and is
to be effective January 1, 1972
for all employees in amount
equal to one times earnings plus
dependants' coverage of $1,000
for spouse and $500 for each
child with 50 per cent of the
cost being paid by the board.
The board endorsed a
resolution from the Brant
County Separate School Board
that financing for the Cerebral
Palsy School be designated to
the secondary school section of
the divisional board in order to
be consistent with legislation
regarding financing trainable
retarded children's education,
This resolution results from
Cerebral Palsy schools having
come under the jurisdiction of
the County Boards of Education
upon request as of January 1,
1971. Therefore, any children of
elementary school age whose
parents are separate school
supporters must be charged a fee
if children are in attendance,
whereas in the case of schools
for trainable retarded children,
no distinction between
elementary and secondary
school age is indicated and no
fees are therefore charged to
separate school supporters
because such a school is placed
under the jurisdiction of the
secondary school segment of the
divisional board.

workshop would be held in
Seaforth on Wednesday, Oct. 13,
with teachers from St. James
School, Seaforth; St. Patrick's,
Kinkora; St. Columban School;

The main thrust of the
professional development
program will be religious
education and as a result of
these workshops all teachers
within the system will have a
better knowledge of the
Canadian Catechism program,
On September 29 a workshop
was held in Stratford for the
teachers from Stratford, St,
Marys and 1-lesson. On October
20 one will be held in Goderich
for the teachers from St.
Joseph's School, Kingsbridge; St.
Mary's, Goderich; Sacred Heart,
Wingham; St. Joseph's, Clinton;
and Ecole Ste. Marie at St.
Joseph.

spoke on an option program
initiated in St. Michael's School
Domtar Chemicals Limited,
Sifto Salt Division, plans to close
their dumping grounds and have
requested permission from
Goderich Town Council to use
the municipal dumping facilities
at Holmesville.
A letter from A. P.
Boutilier, plant manager, was
read in council as follows:
"In accordance with the
Waste Management Act, 1970,
and the regulations, we applied
for, and received on October 7,
1971, a Provisional Certificate of
Approval For A Waste
Management System. It is now
our intention to close our
present dump, which is
immediately north of the old
Town of Goderich dump, and
dispose of all plant waste
consisting of granular salt,
broken compressed salt, paper
(bags, cartons, cases), glass,
metal tops and fibre-board cans,
and wood (crates, pallets), at the
municipal dump at Holmesville.
We would arrange our own
haulage of the waste.
Safety is a revolution to keep
around the year.

3. It is an act of courtesy for
slow drivers to allow other cars
to pass. In some places it is a
matter of law, The Ontario
Safety League says that in
California any vehicle holding up
the normal flow of five or more
vehicles is required to pull off
the roadway as soon as a safe
place for doing so is located,
in Stratford and in St. Boniface
School in Zurich and one which
will start in January in St. Marys
in Holy Name School. The
program is for one hour and
fifteen minutes each Friday
when a student in Grade 7 or 8
i$ permitted to select the subject
he wishes to study from several
courses offered.
In St. Boniface the options
are typing, woodworking,
cooking and knitting, Mr. Tokar
reported. He said in the cooking
program, the four boys who
chose it are given instructions in
it in a private home near the
school while the six girls go to
the convent for lessons. He
suggested this was better than
buying stoves and other
equipment to put in the schools
and it produced parent
involvement which he
considered ideal.
The meeting ended with the
trustees meeting as a committee
of the whole.
"Kindly advise at your
earliest convenience the
procedure to be followed to
initiate and carry out this
proposal.
"We would eventually clean
up our present dump site."
Council noted that all
industries in Goderich may use
the Holmesville site for dumping
waste and the matter was
referred to the Public Works
Committee for action.
A letter from Jack Seaman,
chairman of the Maitland
Cemetery Board, advised council
that Goderich's pleasant summer
had played havoc with the
board's budget,
His request to continue
financing under the general
account was approved by
members of Goderich Town
Council.
"The Maitland Cemetery
Board have exhausted the 1971
requisition from the
municipality as of October 1,"
the letter stated.
"The main source of
expenditure is wages which are
up approximately $3,000 due to
the exceptional summer growing
season of lawns," the letter
continued. "Labourers were not
laid off as in the past. It appears

This type of problem is
particularly troublesome in
irrigation canals.
Luckily, good management
practices can prevent soil
erosion,
Effluent from feedlots has
been considered a potential
pollutant. But this isn't always
the case, In the studies, the soil
and groundwater under and near
feedlots were found to have a
high phosphorus and nitrogen
content, But rarely did these
nutrients spread in the ground
for a distance of more than 400
feet, Mr. Milne attributes this to
absorption of the phosphorus by
the soil and the transformation
of nitrates into less soluble
forms of nitrogen.
New winter
A new winter wheat
insurance plan featuring
coverage based on the grower's
own individual experience and
yields has been developed by the
Crop Insurance Commission of
Ontario.
The net result is an insurance
plan that is much more
attractive to high producing
growers following top
management practices. Under
this system a good grower
benefits in two ways. As well as
starting at a higher level, his
coverage automatically increases
at the same time as his insurable
yield increases.
This increase in protection
from year to year takes place at
no additional charge to the
grower. The cost per acre for
this new insurance is $2.00 for
the low range coverage and
$4.50 for high range coverage.

The danger from feedlots
arises when liquids are allowed
to run off into streams,
temporarily raising their levels of
nitrogen and phosphorus, To
prevent this, the runoff should
be diverted away from a stream
and allowed to seep into the soil,
In wintertime, a storage basin
should be used to hold the
runoff until it can be disposed of
when the ground thaws.
"Manure from feedlots can be
spread in fields for disposal
without incurring a risk of
pollution," Mr. Milne reports, In
the studies, it was found that
even in heavily manured fields
the accumulation of nutrients in
the soil and groundwater was
negligible.

The new plan offered this
year also contains bonus benefits
at no extra cost to the farmer,
such as a reseeding payment on
acreage damaged by winter-kill
and increased protection against
loss where wheat is reduced in
grade due to a weather hazard,
Applications for winter wheat
insurance must be made with the
local Crop Insurance agent on or
before October 1. County
Agricultural offices can supply
interested growers with
additional information and refer
them to their nearest agent.
