E. Cayley Hill, the Goderich
businessman who accompanied
Export Minister Pepin on his
recent mission to the People's
Republic of China, told a class
of students and businessmen
Tuesday night that Canada needs
exports to continue the
expansion of its economy.
Speaking to a session in
international marketing, a
seminar series at Waterloo
Lutheran University arranged by
Dr. Herman Overgaard, professor
of international business, Mr.
Hill said;
"Canada needs 2,600,000
new jobs in the 1970s making it
crucial that Canada broaden its
economic goals and diversity
into every feasible market in the
world. We cannot afford to rely
on only one market — be it the
U.S. or any other country. But
diversification provides the
necessary continuity and
stability we require when any
one market is disrupted," said
Hill.
The world-travelling Mr. Hill
is vice-president and general
manager of the Dominion Road
Machinery Company, a firm that
operates from a small Ontario
town but regards the entire
world as its market. Mr. Hill
leaves within days on another
selling trip in Europe.
Mr. Hill warned his listeners
that the proposed U.S. Domestic
International Sales Corporation
(usually called DISC) could
become law this fall and will
encourage more manufacturing
for world trade within the
United States at the expense of
Canadian firms.
"The advantage which DISC
will give U.S. exporters must be
counterbalanced by equally
realistic and hard-nosed policies
in Ottawa," said Hill.
Specifically, he added, where
government activities are
operating positively in the

co-operative and perhaps even
more realistic in changing these
policies before they become

He insisted that in a private
enterprise economic system,
such as exists in Canada,
business and not government
should have the predominant
voice,
"Only through better
business practices, better
policing of our own activities,
can we bring the initiative back
where it belongs," he said.
"The only way this can
happen," he said, "was for the
individual businessman, as well
as business associations, to
improve their record and insist
that they are, in fact, more
competent to manage their
affairs than is 'big government'."
"Industry must make itself
heard and government should
listen," Hill said.
Turning to his specific topic
of financial planning for export,
the Goderich businessman said
the financial part of any export
sales program is highly
important since the terms of sale
are highly important to the
foreign buyer. If credit must be
offered, the exporter should
discuss the problem with his
bank and also with the Export
Development Corporation.
Another important point is
the exporter's attitude toward
export pricing. In the world
market place frequently goods
and services of equal quality are
available from a number of
sources. Canadian firms, to be
successful — and success means
jobs for Canadians — must look
carefully at their pricing
structure.
"Profits are important but
attempts at making a high profit,
or loading a price with excessive
overhead costs, could well be
fatal. There is no prize for those
who come in second, The
successful bidder must be aware
in advance of the competition he
faces," Hill said.
Mr. Hill also told his listeners
that the department of trade and
commerce maintains abroad a
highly efficient foreign trade
service, often regarded as the
best in the world. These men can
supply a tremendous quantity of
useful information about
specific market conditions.
"Make your offer clear,
concise and complete — and
then get out and sell," he
concluded.
