Huron leads all counties in the number of OFA memberships sold. Mr. Austin will receive a free membership renewal for signing Mr..Rutherford. The County Federation leads the province in memberships, the provincial total being 8,000. Some of us like to think we are badly used but after watching the Migration of the Bengalese from Pakistan to India we can't complain, The movement of people is the equivalent of the combined PoPtliatiOn of Montreal and Toronto crossing the boarder into United States. However the move being made by these people is being accomplished without the aid of motor cars, trucks etc. etc, The mode ofIransportation is almost forgotten to many of us, walking. There are a few among us that can offer a little sympathy having been on a walkathon for fun mainly, Then add a paclesacit, wheel-barrow or a pull-cart, laden with all your earthy belongings and you get some slight picture of their plight. Then there is the matter of food, Here they are more fortueate than we would be, A quantity of rice which is comparatively light in comparison to its food value is sufficient. A tin utensil to boil the rice in, takes care of food preparation, and it needs no refrigeration, The diet would be a bit monotonous to us and not well balanced but if one knows no different it doesn't matter. You know the saying "When ignorance is bliss 'tis folly to be wise". And we complain about our surplus food problem! I can't help wondering what the situation will be a year from now? We have had an exceptionally dry spring yet crops are looking quite good After all in our area we have our poor crops from too much rain rather than from too little so none of us are worried. It is different in other areas, Fairly large areas in Florida, Texas and some of the more northern grain growing areas in the States are having serious problems with dust storms and soil drifting. Latest word I've had from the Western provinces indicates that many farmers in Saskatchewan are thinking of the '30's even though they aren't saying much, Surpluses might well be very acceptable a year from now but I feel that it is asking a little too much to expect farmers to carry the burden of expense that a reserve supply of food requires Our farm organizations talk of supply 'management. What they really mean is controlled production of food to give higher returns to farmers. If this is to be effective what they really mean is contiolled "Scarcity". What happens if a certain supply of food is planned for and weather conditions cut it in half? Who cares if I have to wait a month to get delivery on a new car, a TV or a new suit of clothes? Who cares if I have to patch up the old combine half the night in hopes of it working the next day. But! who cares if he has to wait a month for a meal? or even a week or a day? Have you ever been around when some misfortune happened and the good wife was an hour late with dinner? I think you get the point that food, production is in a class by itself, We cannot feel secure if farmers only plan on producing enough. Experience has taught us that just producing "enough" will mean serious scarcity someday, We have heard a great deal about Bill 0-176 for the establishment of National Agricultural Marketing Board. This I would approve if it will settle this battle between the provinces but it is also supposed to solve the income problem of farmers by taking care of Surplus, This I doubt! I can't imagine any Federal government, past or present, that has control over a Marketing Board through legislation, that would allow a Board to export such quantities of food that would create a scarcity sufficient to give farmers parity of income with professions or industry, Since Bill 0.176 is apparently at least a year away from approval, the weatherman seems to hold power and the income of Agriculture. KELLER • "It is not enough, in this changing world, to have in your head only what was there yesterday," stated James Hayter, Dashwood, president of Mid-Western Ontario Regional Development Council. He was speaking at MORDC's Spring Conference in Goderich last Wednesday. The theme of the Conference was People Planning For People and attracted a large crowd of interested persons from all over Huron, Perth, Wellington and Waterloo Counties, the area served by MORDC. Rev. John Huether, Zurich, provided the opening devotional period and Warden Jack Alexander, Wingham, also took part in the meetings, bringing greetings from the County of Huron and outlinging sonic of his thoughts concerning development in Huron. The Restructuring Proposal to encourage "the greater participation of people in the role of regional development" was presented be 'vice-president Allan Haffistrid. "One of the most significant and meaning ful changes that can be undertaken by the Board of Directors and the council as a whole is to create five new sections associated with the Council made up of the following: agriculture, education, industry and commerce, tourism and recreation, and community affairs," reported Ross. "A restructuring of the Board for broader and more effective representation will give the more heavily populated areas of the region a stronger voice in Regional Development," he continued. "The proposed changes will also give the same urban and rural areas of the region an effective voice in Regional affairs." "The cities in our region will be given direct representation on the Bonrd if they become members in the Development Council," Ross explained. "It may be considered necessary to allow each county council, if membership held on the development council, to appoint one member 'directly to the Board of Directors to represent county council." Ross said "the man wearing overalls" should be brought into the picture when the future of the region is being planned. As well, he pointed out that educational authorities, both the elected members the appointed staffs, must play a role in bringing about "a balanced community of basic economies and social life". "Through the educational section of the Development Council, the four-county public school boards, three separate school boards, three universities, and a community college all located within the Midwestern region can be brought together as a vital group in assisting in the total educational process Of thellegion," stated' Ross. 'Kra noted that industry" 'andeonlieve should be brought into the Devel&PMent Council "as a viable section in which the economy can be stimulated and greater job opportunity created for the people of the Midwestern region", He described the tourist industry as having "great potential" and said a section devoted to tourism and recreation within the Development Council can help to "stimulate the tourist economy and promote travel within the Midwestern region "Mr. Average Citizen" — the silent majority — is, represented in community affairs, Ross said. Presently, the Board of Directors numbers 26 persons. If the MORDC Structure was changed, there would be total board membership of 31. The basic nucleus of the board, four members front each of the four counties involved in MORDC, will remain unchanged at 16 members. KORNOIC BY SHIRLEY J. KELLER The county development committee reported to Huron County Council at its May session last Friday in Goderich that it had considered a brief from the Huron County Pork Producers and had decided to hold at least one matter in abeyance for further consideration. The matter held over for further discussion concerns the following clause in the brief: "We believe that the residents of Huron County should be better informed and have more available knowledge of what the different county committees are performing for them in programs, policies and decisions within their elected year. These reports of county activities should be performed by someone within the county office and sent to the press, radio, etc. and therefore the public would not be confused with unrealistic quotations and personal opinions within county business that we are subject to now." In speaking to the report, committee chairman Alex McGregor explained that the clause was inserted in the brief following a recent meeting of county council at which, it was reported in the Huron County Weekly Newspapers, that one member of council was in favor of continuing imports of pork th*Canada and a second member of council temarked that in his opinion, beef farmers had "never had it so good." A letter from an official of the Huron County Pork Producers was subsequently forwarded to some weekly newspapers reprimanding the council members for their remarks and expressing the hope that the press representative had misquoted their actual statements. The remainder of the brief presented to Huron County Council was as follows: Clause 2 — "The Pork Producers also recommend that the county present an urban and agricultural development building program plan to be made available as soon as possible to all livestock and agricultural producers, as to the foreseeable future growth of Huron County. The modern livestock or agricultural units that are being built today and in the' future are all very complex in design, size and expense, These units cannot be planned for just one generation 'but two, therefore producers should know the plans for their area as to the life, usefulness of these units are worth in particular near urban areas." Clause 3 — "Another suggestion we propose is that the county along with the townships study the possibility of erecting traffic signs at all concession and cross roads in the county. With the increase of traffic of cars, trucks and farm machinery, we are witnessing an increase in accidents and deaths at cross roads. With the knowledge that we all protect the one on the right at cross roads, we feel this is not good enough with increase of traffic at faster speeds, concealed cross roads- with crops, etc. Most towns now have signs on back streets, why not on township concessions?" The county development committee made the following recommendations: Clause 2 — that the suggested Code of Practice in conjunction with the County Official Plan should be a suitable guide; Clause 3 — that the Pork Producers Association should petition local township council regarding the matter of erecting signs as this is a subject of local jurisdiction. matter of PrioCiPle By J. cAlelt.
