The reconstruction of London
Road in Port Albert is about to begin
with the final concerns dismissed
and a tender approved by Ashfield-
Colborne-Wawanosh (ACW)
Council from Lavis Contracting Co.
Limited.
Jeff Dickson, the drainage
superintendent of ACW, spoke to
council regarding the London Road
Storm Water Project about the
implications of the project.
He informed council that the
Ministry of the Environment had
dismissed the requests of some
residents requesting individual
environmental assesments be done
on local drains, stating the
assesments were unnecessary.
Dale Erb of B.M. Ross and
Associates then presented the
tenders received for the project,
which includes completely digging
up London road, installing storm
water sewers and bringing the road
up to standards including curbs, of
which Lavis Contracting Co.
Limited was the least.
Lavis provided a tendered amount
of $1,418,713.93 – more than
$140,000 less than their closest
competitor.
Erb stated provincial and federal
grants created spikes in construction
and infrastructure work in the last
year.
However, as those grants
dwindled, companies are becoming
more eager for work and that may
have led to lower prices.
“With the expenses included, and
taxes and engineering, Lavis’s
tender might bring the project in
under budget,” he said. Erb stated that ACW had believedthe project would cost $1.68 millionand had budgeted that in the 2011
budget, however, with the tender
from Lavis, and the approximate
$200,000 to $300,000 that residents
who benefit from the work will be
paying, the final construction cost
could be coming in just over $1.66
million.
The project will begin soon and
ACW Public Works SuperintendentBrian Van Osch plans on getting asingle layer of asphalt put on theroad before the winter, and then
adding a second later in the year.
This project has been discussed
by ACW Council for several years
and, after several delegations from
the affected area that wish to
develop land visited council, they
decided to approve the project for
2011.
