Council puts Belgrave meters on holdThere will be no water meters
coming for the Belgrave water
system this year.
At their July 5 meeting, Morris-
Turnberry councillors learned the
municipality’s application for a
grant through the Ontario Small
Waterworks Assistance Program,
that would have helped pay
for the water meters, had been
turned down.
Nancy Michie, administrator,
clerk-treasurer, said she understood
only two applications in Huron
County had been approved throughthis program.Meanwhile, after reviewingminutes of past meetings dealing
with the financing of the Belgrave
water system, councillors decided
to stick with their decision to charge
interest for those future water
users who delay hooking up to the
system.
Councillors had asked to review
records of past meetings and letters
sent to homeowners following a
complaint at the June 21 council
meeting from a Belgrave property
owner.
The woman had objected to a
letter sent to owners of propertieswho had elected not to hook-up tothe water system for up to 15 years from the time it was
installed.
She felt that earlier councils had
promised to forego the interest that
had accumulated between the time
the system was installed and when
the property owner finally hooked
up. Now those who wait the
entire 15 years will have $1,578.87
added to the original $6,974.56
charge.
But Mayor Paul Gowing noted
that at least a third of people in the
same situation have already paid
without objection. “My thought is it’s all about treating people equally,” hesaid.
Michie said that since the bills for
the water system finally went out in
December 2010, several people who
had declined to hook-up to the
system immediately, had chosen to
pay over 30 years.

Morris-Turnberry councillors
agree at their July 5 meeting to share
in the cost of extending a waterline
from Wingham into Lower Town to
serve local businesses.
Chief building official Steve
Fortier explained that he could not
issue a build permit for the
expansion of Green’s Meat Market
unless there is a fire hydrant within
90 metres of the front door.
But Nancy Michie, administrator
clerk-treasurer, told council staff
had talked to North Huron about the
problem and it had been agreed that
if Morris-Turnberry did the backhoe
work, North Huron would agree to
extend the water line at a cost of
$21,000.
There are three possible future
users on the Morris-Turnberry side
of the street and two on North
Huron’s side. On a per-lot basis,
Morris-Turnberry would pick up
$12,600 while North Huron would
pay $8,400. Michie explained there
is $20,000 in a development reserve
to pay for the project.

agreement with Schooley Mitchell
Telecom Consultants of Toronto to
implement a program for the
municipality’s telecommunications
system expected to save $3,900 a
year.

Director of Public Works Gary
Pipe reported construction of Salem
Road in Turnberry Ward is expected
to start in early August.
Meanwhile paving in Belgrave
has been completed and aside from
some lawns that need to be repaired,
seemed to go very well, he said.
Paving of Jamestown Road is also
complete and shoulder gravel has
been applied. The road has a good
crown on it which should help the
water run off, Pipe said.
