Funds originally earmarked for
the Blyth Community Centre have
been reassinged to repair the North
Huron Children’s Centre in
Wingham.
The roof at the North Huron
Children’s Centre has fallen into a
serious state of disrepair according
to Recreation and Facilities Director
Pat Newson.
The centre, which serves as a
daycare for the Wingham-area, has
had water leaking in for some time
and concerns of mold has made the
job a priority.
Unfortunately, the original
$20,000 budgeted for the project
was found to be insufficient and
$15,000 needed to be borrowed
from a reserve that had been set
aside for the Blyth Community
Centre’s own roof repair.
The reassigned $15,000
represents less than half of the
$38,000 forecast for the work on the
community centre’s roof.
“There were two jobs,” Newson
explained to council when asking to
relocate the funds. “One that is
urgent and the other that could
possibly wait.”
Council approved the relocation
of funds which would see a single-
membrane roof installed at the
location by Morgan’s Roofing after
quotes were obtained from three
roofing companies.
While the motion was approved,
councillors did have questions
regarding not only the price, but the
timeliness of starting this project.
Councillor Bernie Bailey was
confused as to how the project
became so much more expensive
than it was originally expected.
Newson stated that, with the
added need to dig out the current
roof to be sure no mold had grown
and with the type of roof that has
been suggested as the best fit, the
price has changed from the original
budget.
Councillor Ray Hallahan
wondered why, after council had
heard about the project as early as
two months ago, it was taking so
long to finish.
“Why isn’t this roof on?”
Hallahan asked. “It was brought to
council by [Deputy-Clerk] Kathy
Adams multiple times.”
Newson explained that, as there
had been several projects on the go,
including preparing the 2011
budget, the project hadn’t been dealt
with earlier. She also stated she had
been absent.
Hallahan still wasn’t happy with
the explanation, stating that he
didn’t like seeing such an important
project wait.
“If the roof leaks in my house
today, I’ll have it looked at and fixed
tomorrow,” he said. “Something like
shouldn’t wait.”

OPP warns of deer
While vehicle crashes with deer
are more common in the spring and
fall, the Ontario Provincial Police
(OPP) is continuing to investigate
these types of collisions across the
province. The level of vehicle
damage at these crashes has varied
from a few scratches to the vehicle
being rendered inoperable,
requiring a tow truck and extensive
repairs. The OPP is offering
motorists the following tips to
reduce the chances of hitting a
deer:
• Be extra vigilant in the early
morning and early evening.
Most collisions happen at this
time as this is when deer are most
active.
• Watch for deer signs along the
shoulder of the road. These signs
indicate an area where deer are
expected to appear on the road.
• Wear your seat belt. This will
reduce your chances of a serious
injury in a crash.
• Obey the posted speed limit.
Reduce your speed in low light
conditions; give yourself time to
react.
• Put down the cell phone. Is the
conversation worth risking public
safety on the road?
“Deer are unpredictable creatures
that can appear on the roadway with
little or no warning. What you can
predict is speeding increases both
the risk of being in a crash and the
level of injury received in the crash.
Slow down, pay attention to the
road and arrive safely at your
destination,” says South Bruce OPP
Detachment Commander Inspector
Bill Klym.
