The Citizen, 2011-06-30, Page 14PAGE 14. THE CITIZEN, THURSDAY, JUNE 30, 2011.M-T Council approves school plan
Morris-Turnberry councillors
approved the site plan, at their June
21 meeting, for the portion of the
new northern Huron elementary
school that is in the municipality.
The approval motion passed with
little debate since it had the support
of consulting engineers. A
development agreement must still be
signed between the municipality and
the Avon Maitland District School
Board.
In other planning business,
councillors voted not to change their
previous decision not to support a
surplus farmhouse severance on a
Wingham-area property. At their
June 7 meeting, councillors had
followed the advice of the Huron
County Planning Department that
the application of Rastorfer Farms
Inc. and Esben Anderson for a
severance on Concession 1 of
Morris Ward did not meet either
municipality’s official plan or the
Provincial Policy Statement (PPS)
on rural planning. The minimum
distance separation (MDS) between
the house and a manure storage
on a nearby farm is deficient
by 27 per cent from the require-
ment.
But Mayor Paul Gowing brought
the issue back to the table. “Our goal
has been to retain farm houses,” he
said in asking if councillors would
like to reconsider the issue. He
argued that all the buildings arealready in place for the severancewould not change restrictions on
nearby farms.
But Councillor John Smuck
pointed out that unlike other cases
where council had supported a farm
house severance that didn’t meet its
official plan, in this case a neighbour
had opposed the severance. “That’s
why we turned it down,” he said.
Councillor Jamie Heffer agreed
and said he could not support
changing the decision.
Still, Councillor Neil Warwick
bought Gowing’s argument enough
to propose a motion to support the
severance and send it to Huron
County Council for a final decision.
That motion was seconded byDeputy-Mayor Jason Breckenridge. The vote resulted in a three-to-
three tie, which means the motion to
support the severance was lost.
Voting for changing the original
decision were Gowing,
Breckenridge and Warwick, while
Heffer, Smuck and Jamie McCallum
voted against. Councillor David
Baker was absent.
Councillors approved two other
severances which had the support of
the County Planning Department.
The applications by Don and Marian
Eadie and Aart De Vos, both in
Turnberry Ward, involved taking
land from one farm parcel and
expanding a nearby parcel.
Council also passed a bylaw“undeeming” a lot in Lower Town,Wingham.
Nancy Michie, administrator,
clerk-treasurer, explained that for
planning purposes council had
“deemed” undeveloped lots in
Lower Town that were owned by the
same person, to be one property. It
was then required for someone
wanting to build on the property to
meet requirements such as
hydrogeological studies to prove the
lot was buildable. In this case the
studies had been carried out and
met the approval of the Maitland
Valley Conservation Authority
and the Huron County Health
Unit.
