(Denny Scott photo) ESTC build continues with furniture, phone systemThe Fire Department of NorthHuron’s (FDNH) Fire Chief JohnBlack made several announcements to North Huron Council, two about new equipment for the Emergency Services Training Centre (ESTC) in Blyth, one about new equipment needed by the fire department and the last a year-in-review for the fire department. New SCBA system Black began his presentation by stating that the ESTC had already invoiced approximately $80,000 in training session registrations, of which most had been paid, and explained that the current Self Contained Breathing Apparatus (SCBA) refill system was insufficient for the amount of trainees using the centre. Black explained that the old system, which fills a cylinder in approximately eight minutes (at a rate of five cubic feet per minute), simply didn’t work for 25 students as the cylinders were emptied within 15 minutes of use. A new SCBA would work four times as fast as the current one, filling the cylinders at a rate of at least 20 cubic feet per minute. “This is something we have had in the ESTC budget,” Black explained. “It is an expected cost.” Black said the new system will run approximately $44,000 and he hopes that the current system,which, once the installation iscomplete, will be consideredsurplus, could be sold forapproximately $10,000.“The system is in good shape, it just isn’t sufficient for the volume of trainees and the Blyth firefighters’ use,” he said. Council approved the request and the new system will be installed at a later date. New furniture for ESTC Black explained that the ESTC building was nearing the point where furniture could be moved in and stated that, throughout the build, changes had been made and used and/or wholesale furniture would be used to populate the new building. The furniture will cost approximately $22,000, which is included in the budget for the ESTC upgrade. Councillor Bernie Bailey was concerned with the fact that only one vendor had been asked to provide a quote, however Black explained that due to what they were looking for; used or wholesale furniture, he was unaware of any other vendors who could provide a quote. Council approved Black’s request to use the funding allocated for furniture for the purchase. Phone Systems for ESTC Black told council that a problem had been discovered when obtaining quotes for the telephone system for the ESTC. The system, which Black said needed to be easy to add lines to andmanageable from location due to theESTC being an emergency commandcentre in the township, is a budgetedcost for the ESTC, but many of thelocal vendors were unable to provide the user-managed service Black felt was necessary. The companies that could provide Black and the township the ability to manage their own lines were only from out of town until Black explained the necessity in greater detail to some of the local vendors. A final cost of $11,138.07 was given for a system that met the needs Black set out by a local vendor. Council agreed to the price, which was included in the budget for the upgrade of the ESTC. Tanker replacement incoming A replacement for the tanker truck for the Blyth fire hall was approved by North Huron Council following Black’s report. The cost for the new tanker, an estimated $287,043, will be covered in its entirety by the reserve built up through the FDNH reserve equipment budget. When the two fire departments from Wingham and Blyth were amalgamated under the FDNH, a system was put in place in which the money for replacement equipment and vehicles would be considered anoperating cost and was planned for.This purchase comes from funds thatwere specifically set aside for thosekinds of replacement costs.Currently there is $315,056 in the reserve fund and approximately $22,000 will be left after the purchase. The vehicle, a 2008 Pierce Custom Chassis Fire Truck, will be purchased from Darch Fire of Ayr. Black explained that they are dealing with the Ayr-based company because Pierce has strict selling areas, and another change that has began since the FDNH has been created is one that will see the equipment all come from the same provider to ensure consistency. The funds are entirely from previous budgets and no money will be taken from this year’s contribution to the reserve fund, Black explained. The new truck will be unique in that it will be able to both pump water and move at the same time, allowing for effective firefighting in large areas like field fires. Black said that this is a special modification and that it may need to come directly from the factory, which means it could be six months before the vehicle arrives. Black believes that the truck will show up before the end of the fiscal year.2010 emergency breakdownIn his presentation to North HuronCouncil, Black outlined thebreakdown of emergency calls that theFDNH had responded to. The department answered 128 emergency calls and produced some unusual numbers according to Black. “Medical First Response calls, which in most fire departments performing this service usually accounts for 60-80 per cent of all calls, for the FDNH accounted for 24 per cent of total calls in 2010,” Black’s report stated. Ten per cent of their calls were structure fires, 12 per cent were false alarms, two per cent were rescue, 15 per cent were motor vehicle collisions, nine per cent were carbon monoxide alarm calls and chimney fires, burning complaints, grass and brush fires, mutual aid, and hydro calls made up the rest of the calls. The FDNH responded to 27 calls in the first quarter, 21 in the second, 45 in the third and 35 in the fourth. Of the calls 52 per cent were within North Huron, 34 per cent were in Morris-Turnberry, 11 per cent were in Central Huron, three per cent were in Ashfield-Colborne-Wawanosh and one per cent of the calls came from South Bruce.
