Falconer was citing ACW, as well
as municipalities like Huron-Kinloss
and Arran-Elderslie who have also
passed similar resolutions to attempt
to protect their citizens from wind
turbine developments.
Councillor Bill Siemon also said
that since ACW has enacted its
development policy, its has yet to be
sued, so his level of concern wasn’t
quite as high as some of the othercouncillors.McGrath said that wind turbinedevelopers were trying to “shoe-horn” these developments into ruralOntario when there really isn’t room for them.McGrath, however, did acknowl-edge that the municipality could verywell end up at an Ontario MunicipalBoard (OMB) hearing, or even acourtroom.Siemon said that he’d like to seeHuron East’s development policy asan identical policy to that of ACW.The wording of the bylaw, howev-er, has still yet to be determined andwill be finalized prior to the council package being distributed before theApril 5 meeting.Amendments, however, can bemade to the wording of the bylaw atthe April 5 meeting when the bylawis being considered.

PLAN NUMBER 1-2-643 CHARMING COTTAGE-STYLE HOME
This charming cottage-style home, designed for a lot that slopes to the back, has been carefully planned to maximize every centime-
tre of floor-space.
The entry leads to a foyer with a view through an archway into the great room. Here, a gas fireplace is flanked by built-in entertainment
units. Sliding doors open to a covered deck overlooking the back garden. At one end of the great room, a railed stairwell leads down to
the unfinished basement included with the plans.
The dining area occupies its own bayed-out area, with windows on three sides. A doorway opens to the deck, part of which is uncov-

home’s cottage-like feeling
This home measures 48 feet wide and 69 feet deep, for a total of 1,904 square feet, in addition to the unfinished basement.

There are going to be out of the
ordinary expenses for the Belgrave
water system the next three years,
Morris-Turnberry councillors heard
at their March 22 meeting.
Laurie Cox of Veolia Water
Canada, which manages the
Belgrave water system, delivered his
annual report saying in general
things were running well and the
Ministry of Environment (MOE) had
some issues with operators not doing
work promptly to the maintenance
schedule but otherwise their report
was good.
However this year the system’s
two wells are scheduled for their
five-year inspection, which will
mean pulling the pumps and inspect-
ing the well casings with a video
camera, at a total cost of $8,000-
$10,000.
If both wells prove to be in good
shape, it might be possible to move
to inspecting them every 10 years, he
said. However, if deterioration to the
well casing is discovered, a new cas-
ing might have to be inserted, if the
old well casing is large enough to
accommodate it, or a new well might
have to be drilled if this isn’t possi-
ble.
As well, he said, each of the wells
has a chlorinator analyser which is
getting to the end of its life
expectancy. He suggested planning
to replace one in 2012 and 2013 at a
cost of about $10,000.
While the amounts involved aren’t
large, the per-user cost is relatively
high because of the small number of
users on the system, Cox said.
Also at the meeting was Jeremy
Taylor of R.J. Burnside and
Associates which provides supervi-
sion of the operators on behalf the
municipality. He said the 2010 MOE
inspection report was a marked
improvement over the 2009 report.
He recommended that with so
many new councillors, it would be
good for councillors to the acquaint
themselves with the system they’re
responsible for.
Cox said he could set up a tour
whenever council had time.
