M-T councillors concerned about predation
Morris-Turnberry Administrator
Clerk-Treasurer Nancy Michie will
prepare a letter for councillors to
consider with comments on the
provincial Wildlife Discussion
Paper for compensating farmers for
damage from wildlife.
The letter to the province
commenting on the strategy was
proposed at the March 22 meeting of
council following a presentation by
Bob Trick, animal control officer. As
well as making his annual report on
his activities, Trick had reviewed the
Wildlife Discussion Paper and made
his comments on what proposals
were an improvement from the
previous policy and what needed to
be improved.
Trick’s main concern was thatfarmers are not going to be properlycompensated by a provincial policy
that only pays them 80 per cent of
the value of livestock killed by
wildlife.

Some councillors expressed
unhappiness at the volume of
information they had been given
during a closed session at the end of
the March 8 meeting when the
market check and pay
administration report and pay equity
report were considered.
“I was overwhelmed by all the
Power Point information”, said
Councillor John Smuck.
Mayor Paul Gowing agreed there
was a lot of information but since
the information involves the salaries
of staff members it could only be
discussed in closed session and
documents to be considered in
closed session can’t be circulated in
advance.
“If you want to take more time to
make a decision you don’t have to
make a decision on the spot,” he
said.
Deputy-Mayor Jason
Breckenridge who had raised his
concerns in the first place said
councillors need to take time to
think through decisions. “I feel we
can defer some things for future
decisions.”
Gowing warned councillors that it
is not appropriate for councillors to
discuss the wages of individual
employees unless they make over
the $100,000 threshold for the so-
called “Sunshine List”. Otherwise,
the pay ranges for jobs are public
information once they are approved
but not where individuals place
within that range, he said.

The tender for roadside grass
cutting was awarded to Van Driel
Excavating, Clinton for a cost of
$30,995.22 for 2011 and $33,411.17
for 2012.
Noting that cost of the job had
been creeping up year after year,
Gowing asked Gary Pipe, director of
public works, said the with the wearand tear on township equipment ifthey do the work themselves he still,
feels it’s cheaper to pay someone
else to do the work.
***
Council agreed to apply the
Ministry of Labour for permission
for employees to work more than 60
hours a week if needed.
Pipe said the extended hours
would only be used if there was an
emergency such as spring flooding
where road crews were needed but
they had already worked their
normal work week.
***Exploratory hydrogeologicalwork will be done to determine the
cause of what the engineer called
“odd” and “unexpected”
groundwater flow patterns at the
closed Turnberry landfill site. B. M.
Ross and Associates will
resurvey the site and to
another round of water level
measurements to see what is causing
the situation.
Michie explained that any
extra expense will come from the
reserve set up when the site was
closed.
