Van Diepenbeek stated that he believed council knew that Blyth was closer when the decision was made. “I think we knew,” he said. “I think we knew in our hearts that Blyth is the closest when we made the decision.” Rintoul stated that the time difference would become a moot point with the opening of the new Clinton fire hall at the north end of Clinton, however there is still a difference in distance between the two locations. Blyth’s new Emergency Services Training Centre, which will serve as a fire hall for the North Huron Fire Department is 10.2 kilometres from Blyth Road and Base Line, where ACW begins. Clinton’s new station, however is 6.3 kilometres further away at 16.5 kilometres. The road is also not nearly as straight, which could reduceresponse time, especially ininclement weather.While Curran, Van Diepenbeek and Rintoul stated that the time and distance were negligible, or would soon become negligible with the relocation of Clinton’s Fire Department, other councillors stated that the time lag is important. “I don’t think it’s correct to say there’s not much difference,” Councillor Barry Millian stated. “When the [Huron County Fire Co- ordinators] were here, Paul Josling told us that it would take four to six minutes for Blyth to be called in. That’s a lot longer than Cooke’s two to three minutes. “That extra time could make a huge difference in a structure fire,” Millian continued. “And Blyth can’t come in full force under mutual aid.” Van Diepenbeek responded by saying that the coverage was identical, it was just a matter of the time it took to the get there. Miller responded by saying that the extra time is what makes all the difference.Other complaints that opponentsto the proposed coverage plan fromNorth Huron had included the fact that area that is currently covered by Goderich would now be under North Huron’s jurisdiction. “This plan is stepping on Goderich’s toes, and it’s coming closer to Lucknow than we’d like,” Rintoul said. “The other two chiefs are going to be very upset to see this. “I agree that [$23,000 after the CPI correction] to do the area listed here is a good deal, but we don’t want them to cover all that area. If they would compromise, we could deal with it.” Council seemed to agree on this, stating that three of the four fire chiefs that would be affected by the change should get together and figure out where they should cover. “We don’t need to accept this boundary,” Millian stated. “We can keep the one from before, I agree that we shouldn’t [anger] the other departments unless necessary.” Miller stated that the two fire chiefs from Lucknow and NorthHuron need to get together to discusswhere the coverage boundariesshould exist. Councillors Connie Black and Roger Watt stated that they would like to see the closest department respond to fires typically, with Black stating she would prefer Goderich’s area be left as it is and have changes only apply to the North Huron and Central Huron coverage areas. Miller stated that, after a recent problem with their current system, he realized that fire coverage was one of the paramount concerns for a municipality. “Fire coverage is the most important service, bar none, that we provide,” he said. Miller then made a motionrecommending that the [NorthHuron] and Lucknow chiefs shouldmeet to arrange a suitable boundary between the fire halls based on response time. The problem with the system which Miller referred to was an incident earlier this year when a chimney fire in Auburn had more than 50 firefighters from three different departments on scene. “Chief Cooke panicked and got excited and called in help,” Van Diepenbeek stated. “He made a mistake and he admitted that.” When put to a vote, council passed Miller’s motion four to three, with Van Diepenbeek, Curran and Rintoul dissenting.
