GRAVEL TENDERS
Sealed and clearly marked tenders are now being received for the purpose of:
1. Supplying, crushing, loading, hauling and spreading approximately 34,500
metric tonnes of Granular ‘M’ Gravel for the South Half of the Morris Ward in the
Municipality of Morris-Turnberry.
2. a) Suppling, crushing, loading, hauling and spreading approximately 9,000
metric tonnes of Granular ‘M’ Gravel for the North Half of the Turnberry Ward in
the Municipality of Morris-Turnberry.
OR
b) Crushing, loading, hauling and spreading approximately 9,000 metric
tonnes of Granular ‘M’ Gravel for the North Half of the Turnberry Ward in the
Municipality of Morris-Turnberry.
3. Crushing and stockpiling approximately 8,000 metric tonnes of Granular ‘M’
Gravel for the stockpile at the Woolcock Pit in the Turnberry Ward of the
Municipality of Morris-Turnberry.
This work is to be done between May 2 and June 24, 2011 to the satisfaction of
the Director of Public Works. An alternative date must be approved by the
Director of Public Works.
Under any of the above tenders the contractor is responsible for the weighing of
the material.
The contractor is to be responsible for any rules and regulations, which may be
applicable under the Pits and Quarries Act on supplied material.
The contractor may be required to supply 3,500 metric tonnes per day. Crushed
gravel will be sampled and tested and must meet Municipality specifications.
The contractor is to tender on 1, 2 and 3 separately and each will be considered
as an individual tender.
The contractor must supply a WSIB Clearance Certificate and a Certificate of
Insurance for $2,000,000.00, prior to commencement of the project.

Huron East Council began its
budget deliberations on Feb. 15
with a suggested tax increase of
zero.
Treasurer Brad Knight said that
due to an increase in Ontario
Municipal Partnership Fund
(OMPF) dollars and a substantial
surplus from 2010, he is
recommending no increase to the
general tax levy.
An increase, of course, is always
up for debate by councillors, but a
proposed budget with no tax
increase is the starting point Knight
has chosen for council’s budget
deliberations.
After a lengthy budget
presentation, Knight outlined the
actual numbers for council, saying
that the municipality’s OMPF
funding has increased by $201,000
to $3,202,400. To put the
importance of the OMPF funding
into perspective, Knight said, the
$3.2 million is over $1 million more
than last year’s entire general tax
levy, which came in at $2,150,000.
In addition, the projected surplus
for the municipality is $250,000.
For the recreation departments,
however, Knight has suggested a
four per cent levy increase as a
starting point.
There are still many points to be
considered before the budget is
finalized in April, including the
discussion prioritizing major
projects and initiatives at Huron
East’s strategic planning meeting
last Saturday, but to begin, Knight
has suggested four capital
equipment purchases, including a
new tanker for the Grey Fire
Department, a new grader for the
public works department and a new
one-ton truck and a new pick-up
truck.
The Grey Fire Department tanker,
according to Huron East’s
depreciation schedule, was initially
scheduled for replacement in 1997.
One of the most troublesome
departments carrying a deficit into
2011, Knight said, is the Brussels
Cemetery with a nearly $80,000
deficit.
Knight said the deficit was cut
down in 2010 by approximately
$8,000, saying that the numbers are
now “going in the right direction”
but also noted that the high revenue
could have been due to the spike in
plots in 2010 due to the
implementation of the Harmonized
Sales Tax (HST).
Councillor Bill Siemon said that
he had discussed the deficit with
Morris-Turnberry Mayor Paul
Gowing who said he was willing to
discuss Morris-Turnberry
contributing some funds to help
tackle the deficit, but further
discussion between the two parties
would have to take place.
