The incident occurred around
Belgrave, just before 11 p.m. on Oct.
23 when an OPP officer was
conducting stationary radar facing
south on London Road, said crown
attorney Teresa Donnelly.
Thyssen’s vehicle was stopped
because his rear licence plate light
was non-operational and upon
speaking to the driver, Thyssen, who
was the only occupant of the car, the
officer suspected that Thyssen may
have been under the influence of
alcohol.
Thyssen admitted that he had
consumed one beer earlier in the day,
Donnelly said, but after a
breathalyzer test, he registered a fail.
Thyssen had a previous charge for
over 80 in 1999, Donnelly said.
Hunter ordered Thyssen to pay a
$1,500 fine and issued a 12-month
driving prohibition, which could be
reduced to three months if Thyssenis accepted into the new Interlockprogram.Thyssen was given six months topay his fine.
MARIJUANA POSSESSION
Shaun Moore of Milverton pled
guilty to marijuana possession in
connection with an incident in
Belgrave on Aug. 18, 2010 where he
was driving through the area very
slowly while constantly honking his
car’s horn shortly after 2 p.m.
Federal crown attorney Mike
Donnelly said that once Moore was
stopped by police, they noticed
smoke coming from the car’s ashtray
and detected a strong odour of
marijuana coming from the car. Four
grams of marijuana was eventually
recovered.
Donnelly said that the Canadian
Mental Health Association (CMHA)
was involved and that there were
other health issues at play, including
a head and back injury that Moore
sustained several years ago while
working construction.
He said he is currently collecting
workers’ compensation and will
eventually be seeking a legalexemption for the marijuana.Moore was sentenced to 12months of probation for the incident.MARIJUANA PLANTS
Ronald Riehl of Blyth was given
12 months probation for possession
of marijuana, a charge that was
downgraded from production of a
banned substance, a charge that was
filed on Aug. 20, 2010.
Local OPP officer received a tip
that Riehl may have been growing
marijuana plants in his garden, so
officers were sent to investigate.
While they didn’t find anything
illegal in Riehl’s garden, he admitted
to having several marijuana plants
inside his home in Blyth.
Police went to his home to
investigate, Mike Donnelly said, and
found two plants.
Donnelly said this was a case
where the CMHA was involved and
that Riehl had been doing well,
better than he had been doing in past
years, having been maintaining a
residence on his own for the first
time in 15 years.
FAILURE TO COMPLY
Chauncey Bolander was given 30days in jail resulting from twocharges of failing to comply with theterms of his probation, one charge ofpossession of crystal meth and $400
in outstanding fines.
Bolander, of Fordwich, was
stopped by the police while
travelling with his grandmother in
Wingham. Police picked Bolander
up for an outstanding warrant,
Teresa Donnelly said, but found a
vile containing one gram of crystal
meth and arrested him. The
possession violated the terms of his
current probation at the time of the
incident (June 13, 2010) and he
already had an outstanding charge of
failing to report to his probation
officer as directed.
Bolander was sentenced to 26 days
in jail as a result of the three charges
and an additional four days in jail,
one day per every $100, for the
outstanding fines.
Bolander said that when he was
pulled over by police, he had
considered eating the crystal meth he
had, but decided not to.
In his defense, he said, he was in
the hospital battling illness at thetime of his first failure to complycharge, making him unable to meetwith his probation officer.FAILURE TO REPORT
Jolene Coburn of Blyth pled guilty
to a charge of failing to report a
motor vehicle collision stemming
from a charge on Aug. 14, 2010 in
Blyth.
Teresa Donnelly said that Coburn
was the passenger in a car at 2 a.m.
in Blyth. Donnelly said the car
struck a parked car, hitting it so hard
that the parked car was moved from
its parked position on the road onto a
neighbour’s lawn.
The owner of the struck car was
home and awake at the time and left
her house to investigate what she had
heard, Donnelly said.
Upon investigation, Donnelly said,
the car owner said she found a
licence plate on the road that was not
hers and that there was also a trail of
car fluids that led west on Dinsley
Street and north on Drummond
Street in Blyth.
Following the trail, police were
