whose big dark eyes are entranced by the camera. He is
only five months old but already sits up with a minimum of
support.
Young as he is, George is a really active boy. lie loves
to be played with and enjoys being bounced, or bouncing
himself in his jumper. He rolls from side to side and is
trying hard to roll over. He reaches out for things and
greets attention with smiles and gurgles.
George is on a good routine — eats solids well from a
spoon and sleeps soundly all night. He is a short, stocky
fellow with brown eyes fringed by long lashes, dark wavy
hair and olive skin.
This bonny boy needs parents who will not be concerned
that little is known of his father. To inquire about adopting

Regional government .plans
for. Huron ready in June',
A date' has been set for the
COMPletinn Of regional
government Plans for the
Midwestern Ontario region.
The date due for this region is
Julie 30, 1970, Provincial
Treasurer Charles MacNaughton
told a gathering that ended .an
all-day conference of, the
Midwestern Ontario Regional
Development Council in
Stratford last week,
/ Mr, 'MacNaughton said that
'the plans will be submitted to
IViODA councils to convene
sessions like last week's for
critical assessment by People
who live in the region. They will
also be reviewed by the
department for„,specific program
analysis.
"These final comments will
be assimilated into the revisions
that will go to the cabinet,
committee on policy
development and ultimately to
the cabinet itself for approval,"
he said.
"I submit," Mr.
MacNaughton said, "that this
schedule reflects our
commitment toward a
responsible program of
provincial planning."
The Midwestern Ontario
region includes Perth, Huron,
Waterloo and Wellington
counties,
The Ontario government also
is considering a reconstitution of
the regional development
councils to encourage the
participation of all local
governments and their agencies,
including the planning boards in
each region.
Mr. MacNaughton, speaking
to more than 150 persons, said
that in this way each local
government not only would have
a voice in the affairs of the
council but also would use that
voice to ensure that the council
is a truly representative body in
advising on the shape and
content of the regional
development plans.
Mr. MacNaughton said that
regional development councils
will continue to assist the
province in planning for their
individual regions on an advisory
basis.
"I anticipate that you will be
requested to carry out regional
studies of a specific nature from

Mr. MacNaughton said that
regional units of government
must play a strong role in
regional planning. Their
Participation must relate to the
communities around them, since
no unit can live in isolation, he
said.
Mr. MacNaughton spoke
further on regional government

planning in the province. •
"One is for local needs,
carried out by individual
communities and regional
governments under the planning
act. The other is provincial

officials were in attendance to
hear the points of view on
regional government.
D. M. Coolican; chairman of
the regional municipality of
Ottawa-Carleton, said that the
need for planning on an area
basis was one of the reasons for
going into regional government.
He said that urban areas are
growing very fast and are spilling
over their established
boundaries. These areas outside
the boundaries were not serviced
with the essential services and
friction between cities and urban
areas developed. Annexation, it
was• found, did not work, since
bitter feeling was felt on both
sides.
Something better was needed,
and regional government seemed
to be the answer.
At present :there are three .•% regional governments hi the,
province, Ottawa-Carleton,
Toronto and the newly-formed
town of Lincoln.
Ottawa-Carleton, Mr.
Coolican explained, is made up
of the city of Ottawa, Carleton
County, and all other
municipalities a close in this, It
coverssome 1,150 square miles,
in which 425,000 people live.
Representing the new town
of Lincoln, mayor-elect D. J.
Bucknall said that most people
don't know about 'regional
government yet.
"It is possible to talk to all
the people," he said, "but not all
the people become informed."
He added that one of the
important selling points for
regional government was to have
an overall body with sufficient
resources in land and finance to
properly deal with this ever
increasing problem.
"Government, regional or
othervyise, is about people. They
may expect too much too
quickly, mistakes will be made,
but we must take the attitude
that if we can make a wrong
decision today, we will make a
better one tomorrow, he said.

Brian Donaldson, senior
research officer of the municipal
research branch of the
department of municipal affairs,
said there is a role of local
governments in the new system
in providing a symbolic link to
the democratic processes of the
province and the country. It is
also a watchdog for local
community interests and will
serve as an administrative unit.
One of the main reasons for
regional government from the
provincial standpoint, he said,
was to eliminate many of the
boards who were making
separate decisions and
duplicating programs. It was also
to bring the counties and urban
areas back together and restore
faith in loca government.

before income tax of
$3,824,564 for the fiscal year
ended Oct. 31, compared to
$3,344,510' in 1968, Earnings
per common share after income
tax amounted to $1.36 per share
in 1969 compared to $1.12 in
1968. Company funds increased
from $25,349,725 in 1968 to
$27,147,138 in 1969. The total
of Trust Deposits and
Guaranteed Investment
Certificates rose from
$312,439,244 to $365,660,206.
Total assets under
administration increased from
$385,119,544 to $445,426,337.
The Company reported the
following reserves as at Oct. 31:
Accumulated reserves for
mortgages and investments
$9,000,000; general reserve
$9,000,000.
A quarterly dividend on the
common shares was declared in
the amount of 18 cents per share
payable Dec. 15, 1969 to
