Apgnst 21, 1988 Name new MODA manager slate talks with municipalities The Midwestern Ontario Regional Development Council has a renewed interest in its continued wort and objectives following a meeting in Stratford. It has a new Manager, Milton Phillips of Ottawa, who will be taking over his duties in this area about Sept, t5. At present Mr. Phillips is assistant general Manager of the Eastern Ontario Development Council. For the time being MODA is relieved of the necessity to Pay the 'salary of its new general manager, Actually he has been hi red by the regional development branch of the Department of Trade and Development, and will be 011 loan to the midwestern region. The province will pay his salary and travelling expenses until such time as MODA is financially able to assume responsibility for its manager's salary and expenses. The amount of Mr. Phillips' salary is still being negotiated, but it is understood it will not be less than that of the previous general manager, $11,500. Besides his duties as general Directors of the Midwestern Ontario Regional. Development Council left a meeting this month in a much more optimistic frame of mind than when they arrived. For one thing, MODA has a new general manager. He is Milton Phillips of Ottawa, at present assistant general manager of the Eastern Ontario Regional Development Council. For another thing, MODA has been able to consolidate its debts, with the exception of one account, under one bank loan of $10,600 — much less than had been reported earlier. But most important of all, the directors are now free to talk with officials of the municipalities in the four-county area of Perth, Huron, Waterloo and Wellington. Until a number of studies were completed, directors had been asked not to discuss IVIODA's past accomplishments and future work programs. The ban has now been lifted. The directors decided to adopt a suggestion by Gerald Fatum, of Fergus, that groups of directors meet with county and municipal councils throughout the area to fill in the elected representatives on MODA. Interviews , and surveys to obtain current social, economic, and cultural information in the Midwestern Ontario Region will be conducted here soon by the research section, Regional Development Branch, Ontario Department of Treasury and Economics. These surveys mark the second stage in the Midwestern Regional Development Program which ' the Hon. Charles S. MacNaughton, Treasurer of Ontario and Minister of Economics, has called a "partnership approach" to regional develOpment. The first stage in this approach was completed last December when the MODA Council prepared a set of comprehensive recommenda- tions embodying the council's views on development in the region. These recommendations were tabled in the House last March 6, together with proposals and suggestions from the other nine regional councils, The field work is part of an overall research effort by the Regional Development Branch Student participation in tile Sept. The subject of next manager of MODA, Mr, Phillips Will also be secretary-treasurer of the Midwestern Tourist Council, This will, in addition to other advantages, retain liaison between the two organizations interested in the four-county region of Perth, Huron, Wellifigton and Waterloo. Mr. Phillips' appointment was recommended at a meeting of MODA directors. He was chosen from three applicants, His appointment has also been endorsed by the regional development branch. Directors were agreed it is most important for Mr. Phillips to meet officials of the Municipalities which comprise the region as soon as possible. It was decided that as soon as possible meetings between Mr. Phillips and municipal officials will be arranged. Mr. Phillips comes to MODA at .a time when its financial position has improved to a point directors feel is not serious, A large . portion of its indebtedness was incurred through the printing of the MODA, directory which a "Most councils don't know anything abbut MODA," Mr. Fatum commented. Warden James Hayter, of Huron County, pointed out that most of MODA directors are not members of councils. "So often," he said, "councils appoint people to jobs and then never hear of them again, People don't seem to realize when they are named to a board or commission they have a responsibility to report back to the body which appoints them," T, H. Isley, Reeve of Waterloo Township, said when his council makes an appointment he asks the appointee to report back at every meeting of council. However, he agreed this is not the usual practice. Several of the directors mentioned ways in which MODA had been of assistance to the municipality they represent. Walter Gerth, Milverton reeve, said the village, which has been looking for a dentist for several years, 'has • a* "good prospect" obtained through MODA. The dentist read a MODA brochure on the area, became interested in this part of Ontario, and is considering settling here. "If MODA has done nothing more than attract a dentist to 'Milverton, its efforts would be worthwhile," Reeve Gerth regarding the MODA Region. This research is being co-ordinated with other studies, including that of the Waterloo-South Wellington Area. The initial MODA Council recommendations and the special studies, including the present field work, will result in a full statement of development strategy for the MODA region, This statement will be sent to the MODA Council for careful review before it is considered as policy. This month, the survey team will cover Huron County. In September it will survey Perth and the northern part of Wellington County. Information will be gathered from municipal departments, industrial commissioners, planning boards, manpower centres, and business. Interviews and surveys are designed to secure trends in employment, industry mix, availability of water, sewage, and power. Surveys will link manufacturing, transportation, markets, and other sectors to establish the region's potential. year's tax collection is to be the subject of more talks. When MODA embarked on its long-range program, which was to take at least three years, regional Municipalities agreed to support the organization until the program was ready for launching, Unfortunately, as several directors pointed out, munieipal councils had changed in the interim, and commitments were forgotten. AS one director put it: "If all member municipalities had recognized those commitments we would be sitting pretty." It was also pointed out that in organizations such as MODA, which usually receives various grants in arrears, a policy of deficit financing is obligatory. There are many businesses which operate in , a similar manner, including municipalities which have to spend funds before they are collected through the tax levy. commented. He explained there is a large farming area around Milverton whose residents have to travel many miles and wait a long time to receive dental treatment. A sampling of some of the plans which have been formulated by MODA as the result of a number of studies of the area, include a program for the controlled development of the sand and gravel resources of the entire area. The "ravaging" of gravel pits in Perth County has been the subject of a discussion by Perth County Council on several occasions. Councillors feel, and not without reason, that the day is not far distant when townships will find it difficult to secure good grade gravel for use on township roads which are not hard-surfaced. Good gravel is also needed for construction of new roads and rebuilding existing ones. Another plan is to encourage the' counties and municipalities to meet some of the demand for recreational space by providing additional local parks and picnic areas. It is also suggested consideration be given to a system of development andjor maintenance grants similar to those proposed for conservation authorities. Also proposed is a comprehensive survey of medical services of all types, both personnel and facilities, to indicate the areas of greatest need. OFA, ships coming in A shipment of 43 pieces of farm machinery worth more than $150,000 are arriving by ship from Britain at docks in Toronto this week. The order is part of the continuing importation program of the Ontario Federation of Agriculture. Recently, the OFA formed a special farm machinery importation agency to carry on the program of importing farm machinery from the United Kingdom to fight inflated mark-up prices on Canadian farm machinery. The present shipment inclues 41 tractors, one rotivator, and a single cultivator. The machinery started its voyage from Liverpool. The program of the Federation began almost one year ago. A number of county organizations have also initiated their own importation programs, Inquiries have arrived from seven other provinces concerning the mechanics involved in such an operation. The new OFA company hag progressed to the point where orders are being placed in Britain by its directors. The company replaces a special committee which had carried out the early operation.
