But Reeve Armstrong stuck
by his guns, so to speak, and
said, "If a dog has no tag, it's a

continued, "cannot be

When Mr. Armstrong noted
that only police can legally fire a

Garbage landfill gets mayor's OK
Clinton's Mayor Donald
Symons is in favor of
abandoning the town's open
garbage dump and sharing a
central sanitary landfill site with
the Town of Goderich and
Goderich Township.
At a council meeting Monday
night, the mayor said such a plan
typifies the goals of regional
government. "We've got to start
doing things together," he
added, "and this would be a first
step."
The discussion started when
Reeve James Armstrong and
Deputy Reeve Gord Lawson,
Clinton representatives in
negotiations aimed at
establishing the landfill, were
questioned by Mayor Symons
and other members of council
who wanted to know if any
progress was being made in the
talks.
It was never stated clearly,
but it was obvious the
councillors were referring to
only one site — the Lavis
Contracting Co. sand and gravel
pits on Highway 8 at Holmesville
— and Coun. Harold Lobb said
he was told that Goderich
Township Council, after much
debate at its last meeting, agreed
to the location.
Coun. CIarence Denomme
asked, if Clinton doesn't go into
joint operation, won't it in a
year or two be in a position
similar to the present plight of
Goderich — ordered by the
province to end cease open
dumping?
"Our position could be the
same as theirs," replied the
mayor, who then ,gave his
reasons for endorsing the current
proposals for a landfill
operation.
Councillor Lobb said
approval for the site has been
given by the Dept. of Health and
ioldilbcks and the three bears are all smiles as they get ready to go onstage for the primary choir
oncert held at Wesle •Willis United Church last Prida evening. Goldilocks, right, was played by

by the Ontario Water Resources
Commission which sees no
danger of polluting underground
water sources.
"....and as far as I am
concerned," he remarked "it has
been passed by Goderich
Township."
"At a figure," noted
Councillor Lawson, "the
location is OK."
Councillor McCullough asked
whether Clinton was ready to
act if the township and Goderich
reach agreement. The mayor said
the reeve and deputy "were
given authority to act."
Another question by
Councillor McCullough, directed
at Councillor Lawson, was:
"Who calls meetings (of the
negotiating group?)
"We have a president and
secretary," the deputy reeve
answered, "the president of this
group calls meetings."

Furniture manufacturers
buy town industry site
A stepped-up effort to bring
industry to Clinton bore its first
fruit this week when a small
Milton, ,Ont. company bought
the five -acre -town -owned site of
a former Canada Packers plant
and announced plans to build
furniture here as soon as its
equipment can be installed.
Fabian Furniture
Manufacturing Co. Ltd., whose
interest in the plant was
disclosed at the Town Industrial
Committee's annual banquet
attended by Provincial Treasurer
Charles MacNaughton in
February, says it cannot get the
labor it needs in Milton and is
unable to meet orders for its
medium-priced line of home
furnishings mainly bedroom
sets.
The company has developed
and patented a wood lamination
and bending process and
prototype machinery which
enables it to turn out both
components and finished pieces
on an assembly line, but has
never tooled up for full-scale
production in Milton because of
the labor situation, according to
Joseph Fabian Jr., vice
president.
Mr. Fabian, his father, the
company president and brother,
Roy, a director, were here
Monday to give the town a
cheque for the property.
Purchase price was said to be
$7,800- the town's $7,500
investment plus legal and .other
costs.
Both the president and vice
president plan to move here and
hope to start readying the
10,000 square foot first floor of
the plant withing a matter of
weeks.
Initially, 10-15 people will be
needed for alterations,
equipment installation and the
start of production. That
number is expected to rise to 25
before long, with a Iabor force
of 50 seen necessary eventually
for "full operation of the line,"
according to Mr. Fabian Sr.
The industrial committee,
headed by Councillor Clarence
Denomme, said anyone
interested in a job, can leave his
or her name with the town clerk
until the company starts
accepting applications and
hiring.
The site was vacated seven
years ago by Canada Packers and
purchased by the town less than
two years ago to prevent
speculation.
Mr. Fabian Sr., who also
heads a corporation known as
Fabian Engineering and
Manufacturing Co, Ltd. which
holds the machinery patents,

55 hobbyists to be
in show next week
Final plans for the craft and
hobby exhibition to be held
next week were made Monday
by the Women's Auxiliary to the
,,Clinton Public Hospital at its
April meeting in the Nurses'
Residence.
In the absence of Mrs. R. U.
MacLean, president, the meeting
was chaired by Mrs. Douglas
Bartliff, past president. The
auxiliary learned that more than
55 exhibitors from across Huron
County will participate in the
show in Wesley -Willis United
Church from 7 to 10 p.m. on
Friday, April 25, and from 2 to
10 p.m. Saturday, April 26.
A lounge chair recently
donated to the auxiliary by a
hospital supplier will be raffled
off at the show 'and draw tickets
will be on sale both Friday and
Saturday.
Mrs. Bartliff is in charge of
the show, assisted by Mrs. 0. L.
Engelstad.
At the meeting Monday, Mrs.
E. Beecher Menzies, co -convenor
of publicity, displayed some of
the posters made by public
school students to advertise the
craft and hobby exhibition. The
poster artists were from grades 7
and 8.
It was announced that the
recent membership drive,
coordinated by Mrs. Clarence A.
Trott, brought the membership
roll to 806. Membership
donations were received from
the Summerhill Ladies Club, the
Kippen and Varna United
Church Women and the
Londesboro Women's Institute.
A committee headed by M"
Brock Olde was asked to '
material for nursery drapes to
sewn by volunteers led by yrs
Andy Peterson.
Three trays for portable TVs
are also to be purchased and
made available to patients.
Mrs. E. W. Ryan who, along
with Mrs. Peterson and Mrs.
Edward Willson, convened the
recent vanishing parties,
reported $495.35 has been
received so far.
The annual Florence
Nightingale tea will not be held
this year, the members decided,
and instead the auxiliary will
serve tea in the hospital dining
room during public tours of the
hospital on National Hospital
Day, May 14.
The Friendship Club, St.
Paul's Anglican Church is
manning the .,hospital cart this
month, and the Art club at the

Urges province to pay for schools
Ontario should pay the total
cost of elementary and
secondary education, the
Clinton Town Council said
Monday night in endorsing a
resolution initiated by the Town
Of Smith's Falls.
In calling on the Dept. of
Education to finance the schools
fully, the resolution Says
provincial grant structures have
become more complicated and
contain inequities and local
financing has become too
onerous for local resources,
The municipality has only
real estate to tax for its revenue,
the resolution says, while the
province raises money from a
number of sources.
The resolution, passed
unanimously by the town
council here, urges the change
because Ontario has now set Up
county divisional school beards
and "desires equality of
educational opportunities
throughout the province,"
The subject of money for
schools also came up when
Mayor Don Symons said the
town is ready to Strike a budget
and set its own mill rate, but is
waiting for budgets from the
county Outlet and the county
school board.-
John
oard,John Livermore; tbwn
' 614k.treastiter§ said the town is
Waiting because the county and
school levies represent 60 per
cent of the taxes to be raised.
He said other municipalities
Which have announced mill rates
are talking only of the general
rate, not the'overall rate which
will include the county
government budget and school
budget.
The mayor said "it is too bad
we have to adjust ours (the town
budget) to theirs. We have to
readjust ours now to keep the
same mill rate, "Or one
reasonably close, added Mr.
Livermore.

Cable TV
A Strathroy company has
plans to provide cable TV service
to Clinton and Goderich from
the same master antenna and
wants to meet with town
officials here.
The company, Airland
Communications Service Ltd., is
setting up a local offshoot,
Bluewater Cablevision Ltd., and
Last month received town
council approval to install its
cables in Goderich. A licence
from the Canadian Radio and
Television Commission is still
needed.
When Clinton's council
received a ietter,pMenday ,.night
coming?
from Ron Maclntosh Jr. of the
Strathroy company, it agreed to
invite him to outline his
proposals at next month's
meeting.
The letter suggested that the
cable be strung on Public
Utilities Commission poles in
Clinton, although the Goderich
agreement stipulated
underground 'installation.
Another company which bid
for the Goderich service, Rogers
Cable TV Ltd. of Toronto,
wanted to put its wires on poles
and charge $4.95 a month
without installation fees for
,individual customers.
Streamline council procedure
to reduce trivia, save time
As the clock neared midnight
and members of Clinton's town
council were still grouped
around the table trying to finish
the business before Monday's
monthly open meeting,
Councillor Cameron Proctor
successfully urged a change in
procedure to streamline future
sessions.
Until now, each committee
head has had to take the floor at
every meeting to read itemized
lists of bills to be paid for each
department of town
government. The lists are
prepared ahead of time by John
Livermore, clerk -treasurer.
Included are many routine
items which are never
questioned and items which
never change — like the $1.30
monthly charge for the fire siren
— and purchases of a dollar or
two. Councillor Proctor
convinced the rest of council
Monday that it would be better
to make photocopies of the lists
and provide one to each
councillor and to newsmen and
to dispense with reading every
item. He said council has been
taking too much time on matters
already past when it could be
using the time better on
planning.
"It's a very good idea," said
Mayor Don Symons. "We can
improve every day."
