Members of the council's executive cornmittee said that the Dept. of Municipal Affairs wants to rent the entire building and will reimburse the county for furniture and equipment purchased this year for the building. The adminstrative building, opened only last December, was erected to house the county's own new assessing department which now occupies the first floor of the two-storey structure. The top floor was 'offered to the county board of education for its offices, but the school board decided to use space in Central Huron Secondary School in Clinton. Members of the property committee said they "regret that no one (in Huron County) was advised of the proposed change in assessment policy prior to the actual construction of this new building. this information might have changed the plans and the thinking of the property committee at that time." The building program continues at the administrative building. Parking facilities are being extended and the architect is securing prices for partitioning. In other business at county council's Friday session, it was announced that Raymond Scotchmer is the new curator of the Huron County Pioneer Museum at a $5,200 annual salary. The county renewed its membership fee in the amount of $5,000 with Midwestern Ontario Development Area Council, and approved the following grants: Belgrave, Blyth and Brussels Music Festival, $25; Belgrave, Blyth and Brussels School Fair; 425; Howick and Turnberry School Fair, $25; Midwestern Ontario Science Fair, $25; Huron County Mutual Fire Aid Association, $250; scholarships of University of Guelph, $300; .scholarships to Ridgetown "College •".of - :A.gticplturalw Technology, $100; .scholarships to University . of Western Ontario, $200; scholarships to University of Waterloo," $200; scholarships to Centralia School of Agriculture and Home Economics, $200. Bursaries to UWO, $1,000; •bursaries to University of Waterloo, $1,000; bursaries to Waterloo Lutheran University, $200; UWO building fund, $900; Wingham- and district school of the retarded, $350; Goderich and district school for the retarded, $350. A fund containing $700 was set aside to be paid to students - in need who are attending other universities not already receiving grants.. Other grants to be paid arra $7„500 to the Salvation Army; $2,500 to CNIB; $400 to the Huron branch .of the Canadian Cancer, Society; $15 each to Bast Huron WI. West Huron WI and South Huron WI; and $75 to St. John Ambulance. The consulting firm of G. V. Kleinfeldt and Associates Ltd. has been engaged to prepare an official plan for the County of Huron Planning Area. Wingham Reeve Jack Alexander concurred with Colborne Reeve Wilmer Hardy that the fox bounty should be increased to $5 from $2. Both Alexander and Hardy said the increased incentive would encourage hunters to go out looking for foxes and destroy them before they multiplied or became rabid, Borden Cook, Blyth, suggested municipalities get together with their farmers who forbid hunting on their property. Neighboring counties will likely be petitioned to increase the fox bounty too. Rushing the season with early blossom to preview spring Bring spring into your home now, suggest horticulturists with the Ontario Department of Agriculture and Food. You can have a preview of spring by cutting branches from flowering trees or shrubs and forcing them to blossom indoors. The easiest to force are Forsythia, flowering crabs and cherries, pussy willow, and Japanese quince. For best results select branches that are well supplied with flower buds. Flower buds are usually larger than vegetative buds. Always cut the branches with pruners or a sharp knife so that thetree injury heals quickly. Bring branches indoors and crush the cut ends. This enables the stems to take up more water. Gently rinse the stems in lukewarm water. —Forsythia ' is the" easiest to force. It can be placed in water and put in a warm room immediately. It should bloom in about ten days. Varieties that are more difficult to force should be placed in lukewarm water in a cool room for a few days. When the buds have expanded, bring them into a warmer room to blossom. When you arrange these bare branches, remember the importance of "line" in flower arrangement. No matter how we fear the future we want to see a lot more of it. If we are to help we need to know • Capt. Mary Neve, a nursing sister on the CFB Clinton hospital staff, is congratulated by Col. E. W. Ryan, base commander, who presented her with the Canadian Forces Decoration in recognition of 12 years of meritorious service. Captain Neve was a nurse at Westminster Hospital in London, Ont., her home town, prior to enlisting in the RCAF in 1956. She has since served at several bases in Canada and Europe, including Holberg, B.C. where she was stationed before her posting to Clinton in July 1966. She now holds the post of matron at the base hospital here. --Canadian Forces Photo. New Benmiller bridge in Huron road budget BY SHIRLEY J. KELLER The reeves of Goderich, Wingham and Exeter last week stalled action that would have led to county takeover of certain streets in the two towns. The takeover was proposed in a "desirable road system" report which county council referred back to its road committee for additional study after Jack Alexander, Wingham reeve, and Clarance Boyle, Exeter reeve, asked for time to discuss the report with their town councils. If the report was accepted, Wellington Street in Exeter and Albert Street in Wingham would have become county roads. Goderich reeve Harry Worsen registered his displeasure at noting that parts of Elgin, Wellington' and Harbour Streets were designated as county roach in the report. The Exeter and Wingham streets are main arteries leading to industrial sites and the county believes it must take them over to comply with the provincial highway minister's criteria for desirable county roads in urban areas. County Engineer James Britnell. told_ minty gouncil at; its Friday afternoon meeting that the Huron road budget this year will remain within a levy of 10 mills. Mr. Britnell presented a report submitted by Elmer Hayter, Stanley Township reeve, chairman of the road committee. The total road budget is more than $2.1 million, with the county's share just over $700,000. Road maintenance and construction each total about $600,000, with $370,000 including a new $275,000 span budgeted for bridge building -- one at Benmiller on County Road 27 and a Middlesex boundary bridge for which the Huron share will be $25,000. Mr, Britnell said the Ontario Dept. of Highways has warned that "tight money" may prevent 100 per cent financing of supplementary bylaws. If so, he said, it may be necessary to delete some planned projects. Because final word from the DHO may not come until late this month or early May, the engineer said, the county is not now calling for tenders. "We feel," he said, "it would be foolish to award contracts for work that may not be approved by the DHO," The county engineer also said that plans for "hot /nix" paving may not pass DHO scrutiny because the province now feels that some roads in Ontario are "over -built." Plans for new roads, he said, are for "just adequate and not luxurious" design.
