"The tools are available, if we but use them, to tackle social and economic problems in their racial manifestation, to bring a full measure of human dignity and genuine equality of opportunity to all Canadians, irrespective of race colour or national origin. "Fair employment and Accommodations Legislation has brought about attitude changes, modification of behaviour and structural assimilation or integration of minorities, "But the anti-discrimination legislation, does not articulate society official business.
