He expressed doubts that the
Provincial Government' '"really
-knows where it is going with
regional government." -
"At this time, I would like to
take the opportunity of
" expressing my thoughts in
connection with regional
government. Over the past year,
there has been an ever-increasing
amount of discussion about this
subject. I am wondering why we
must change the name of our
type of governMent, from
`county' to 'region', Is it just , a
change for the sake of change?
"In the case of Huron
County, if we amalgamate
county governments, one can be
• sure that the administrative costs
will rise and we will be one step
further away from the people. A
brief,was submitted to the Select
Corrrnittee by the County of
Huron which, pointed out, in the
opinion of Huron County, this
County should be retained
within its present boundaries
and should remain the 'County
of Huron.'
"I feel very strongly about
this situation and urge every
member of County Council to
fight for the retention of the
County as far as boundaries are
concerned.
"Certainly changes will come;
changes have been taking place.
The County now, has a Planning
Board, county Assessment,
County Library, and various
other departments. These
departments, as they are
presently constituted, are big
.enough to properly administer
the functions of the -county, Yet
County Council who, are directly
responsible to the people forthe
tax dollar.
- "I believe in some eases there
is opportunity for amalgamation
of ..services, one county with
another; but at the present time
not to the extent of two
counties joining for every typ •
of county function under
present conditions. Let us, for a
moment, look at some of these
conditions which must be the
basis for establishing a region,
"Firstly, we are presently
commencing on the County
Assessment Commissioner
.System, which means a
re-assessment of all properties in
the County of Huron. The
Department of Municipal Affairs
has given us authority to carry
on as we are, using our present
assessment figures until the year
1973 for the taxation year 1974.
Thus, for a few, years, we will
not • be able to compare` our
assessment in Huron County
against , ,any other. county.
Therefore, in the initial stages,
how can one consider complete
amalgamation until this
re-assessment work has been
fully completed, not only by
Huron but also by any other
'xmnty with whom we might
onsider amalgamating.
''Secondly, we are
commencing a programme of
County Planning. This is another
vital step in the progress of the
County. We already have several
planning boards in the area,
guile, with. official plans, We will
be looking to these people for
assistance and guidance as the
county Plan itself is developed.
The County Plan shuul0
function, where possible, in
accordance with the local plans
already in force, and I am surait
will, in many, many cases,
Again, until such time as ..the
County has its official plan and
the neighbouring counties have
theirs, how can we properly
amalgamate?
"Both these programs have
been approved by the Provincial
Government. I am not being
critical of the Previncial
authorities but I am wondering
if the Provincial Government
really know what•they,are doing
witty regional government? It is
quite true there hafie been some
,detailed studies in certain areas
and rightly so, as in these areas
there will be amalgamation
because it will make a better and
more effective form of
government. But this is a local
condition; this doeS not apply in
Huron County,
"I do urge the members of
County Council to take a' good
look at their own situation both
at the County level and in their
own municipalities. How can we
improve our own conditions
before we are told to do so by
the Provincial Governrrient?
Possibly in some areas,
amalgamation of municipalities
for administration purposes
only, might be an effective step.
This would provide a central
office with a staff to carry Out
increasing detailed functions of
local' government.
"I would like to stress again I
am not criticizing the Provincial
Government for their discussions
on regional government, but in
my opinion I do not believe the
Provincial Government has a
detailed plan regarding regional
government. I do think the
Provincial authorities are looking
to the various areas to bring .
forth discussion on this subject
and I feel strongly that we in
Huron County should put our
best foot forward and start
studying our own situation and
' our own boundaries before
someone, in Toronto starts
studying them for us.
"Huron County ha., had gond
local and county government for
)vellover one hundred years. Let
`Us continue to give tqat, good
government and continue fdi'the
right to fight for that good
government on behalf of the
people of Huron!
Warden Calvin Krauter,
Brussels, commended the
Clerk-Treasurer at the
conclusion of his report.

Council at its meeting in
Goderich November 14,
• "We still Have a OPPple. .of
more people to. engage," he said,
"but we ,are taldng our time to
get the proper people for the
proper jobs," he gated, "We
would ratbor wait a until
the right persons come alone
Indicating the immensity of
the job that ,awaits the new
System, Mr. Hall stated there
were 40,000 entries for 26;000
properties in the County. The
System would not go into effect
until 1973 for 1974 taxation, be.
believed. •
in order to handle this vast
number of entries by computer,
the Equalization Committee
recommended that the Data
Centre Service agreement be
signed between IBM and the
county totalling $27,459. The
actual cost will vary in
accordance with the actual
.amount of work carried out by
IBM;
Mr. nall said that this would
be the cost the first year, btrt
would be one-half' of that after
the first year. The equipment is
not bought but leased.
Roy V. Pattison, East
Wawanosh, chairman of the
committee, reported that the
budget for 1969 would appear
to total $158,325, Operating
costs will be $137,425,
conversion costs $20,900. The
committee had made no firm.
decision on this budget; it is
only a guideline. The .1969
Council will finalize the
necessary transactions.
On recommendation of the
committee, County Council
appointed the following
members . to Courts of Revision:

McKenzie, Harry Gowdy, Reg
.Jewell;: Court Number 2: Glenn
'Fisher, Walter J. Forbes.

The bylaw appoin4ng Mr.
Berry said, that one of his duties
was "to co-ordinate, direct, and

The committee recommended
that salary increases be granted
secretarial staff in the office of
the Clerk-Treasurer based on the
six.percent formula.
The new "county
assessment" building next the.
County Jail in Goderich, will be
officially knoWn as "Huron
County Administrative
Building", it was decided by the
County Council in Goderich
November 14. A plaque to this
effect will be placed on the
structure.
Harry Worsell, Goderich,
chairman of the Property
Coinmittee, reported to Council
that the building is now roofed
and windows will be going in
this week, Interior work has yet
I.;o be done, of course. He stated
that the contractor was ahead of
;chedule.
Mr. Worsell reported that
tenders for furniture were
received in connection with the
new building. Skeoch Office
Supplies, Goderich, was awarded
the contract covering desks and
chairs and totalling $4,560.
The committee stated that
new boilers are being installed in
the Court House, Goderich, one
having been in operation for
several weeks.
With the completion of the
new building, additional
caretaking staff must be
obtained. At the present time,
D. Dalton, who has been
working in the Museum, is not
required in his present capacity
and has been transferred to the
caretaking staff, working under
the direction of James
Sheardown. Salary increases
,have been granted Messrs.
Westbrook and Sheardown based
on the six percent formula
presently being used in most
committees.
Mr. Worsell reported that the
County have finally secured
proper title to th' Puseum
property an, the C 'Pnty
Solicitor has delivered
necessary legal documents to the
County Clerk. J. Chisholm,
former curator, ha's, retired, and
Mrs. F. Nanz, assistant 'curator
for the past number of years, is
in charge.
As far as staffing the
Museum, this will be done by
the 1969 committee.
Everett Smith, in his report as
Construction Safety Inspector,
said that he had met with D. R.
Snider, architect for the new
building, and stated that
"everything seems in accordance
with the specifications and the
contractor is doing good work
on'this building." He had made
four checks on the building, and
also an inspection as to repairs
required on library roofs in
Goderich and Seaforth.
Mr. Smith reported that his
inspections until the end of
October had °tailed 384.
Reports with some
contraventions totalled 226, and
eight "stop work" orders had
been issued to date.

Huron .County Council
received a letter highly critical of
the construction of the new
County Administrative Building
in Goderich which will 'partly
house the new County
Assessment System.
In a letter read tq County
council in session in Poderich
November 14, Mr. and Mrs.
Gordon Jewell, RR 6 Goderich,
complained about the money
being spent on the new building
and other "extravagances" and,
strongly suggested that ''the
County Council pay a little more
attention to the plight of the
farmers of the country."
The letter maintained that
some farmers had to work 16
hours a day' to make ends meet
and apparently no attention was
being paid to their position by
the municipal legislators and
authorities. "Strike action" was
suggested as the only way out.
Warden Calvin Krauter,
Brussels, suggested the letter be
"referred to the Gripe
Committee." No further action
was taken.
During 1968 and to date,
Huron County Children's Aid
Society has had an average of
92.7 or nearly 93 children in
care, according to a report
presented by the Local Director,
Miss Clare McGowan, to Huron
County Council in Goderich
November 14,
She said, however, that the
range was so wide, it was almost
impossible to estimate
accurately how many children
would be in care for 1969 and
for how long.
"I want to express our sincere
appreciation for our wonderful
foster parents and their
families," Miss McGowan
declared. "One of the first things
we do when a child comes into
care is to have a complete
medical examination, with
special attention to teeth. Most
children have to be completely
clothed.
Miss McGowan announced
that the Christmas Party would
be held at C.F.B., Clinton, on
December 18. Children's Aid
Week is planned for April 20-26,
1969.
One of the major problems
'rich faces Huron County
.,brary Board is the large area to
serviced with the funds
available, Frank, ',McFadden,
Bayfield, the board chairman,
informed Huron County Council
in Goderich November 14.
He said the Board is
endeavouring to allocate funds
• to the best possible advantage
under the circumstances.
Salary adjustments have been
made for the office staff. A
detailed study of policy
respecting office personnel,
branch personnel and general
adminsitration, has been agreed
on by the Board, he stated.
Discussions have ensued with
certain branches regarding
problems occurring in their
particular areas. Mr. McFadden
stated that the Board appreciates
suggestions from local personnel.
Miss Carolyn Croke, Huron
County Librarian, told Council
that she had put a lot of pressure
on the provincial library service
in connection with securing
qualified assistants.
CATTLE EXPORTS
In the early years of
settlement when Ontario
agriculture was in its infancy
that live stock was imported to
'build up Ontario herds.
Today the flow is in reverse
with Ontario exporting pure
bred cattle all over the world. A
fine tribute to the skill of the •
Ontario cattle breeder.
County Clerk-Treasurer John
G. Berry was named to a new
- post to be known as
;"Administrator", at the
jiNovemVer, ,Session •„of. Huron
County , Council in Goderich.
The post becomes effective
January 1.
Action was taken on
recommendation of the
Warden's and personnel
committee headed by Harold
Robinson, Howick Township.
Mr. Robinson reported that
the committee had discussed the
- subject of a County
Administrator. The Warden had
advised the committee he had
made a detailed study of the
subject and felt that such a
position should apply to the
County of Huron as well as
many other counties.
The chairman said under
present arrangements the
Clerk-Treasurer acts a a liaison
between many of the county
committees, although by, statute
he does not have any authority
in this field, his duties pertain
precisely to County Council.
As County Administrator,
Mr. Robinson said, the
Clerk-Treasurer would have an
overall point of view of County
proceedings.

served as a trustee for 17 years: at S.S. 13, Stanley for 9
years and at Clinton District Collegiate Institute Board for
8 years as Huron County Representative.

teaching profeSsion, one in college, one in secondary
school, and two in Huron Centennial School,
