(b)—Any bumper, fender, molding or any other sheet metal has a broken, bent or sharp edge that sticks out in such a way as to be a hazard to other road users or pedestrians. (c)—Any fender has been removed or truck mud flap is missing. (d)—Any filler cap is missing or insecure. (e)—Any door does not close securely. (f)—The hood latch does not hold the hood securely, or the safety catch (in the case of a frolit opening hood) is missing or inoperative (g)—Any lens is missing in whole or in part, or is incorrectly installed. (h)—Anylamp is not securely mounted, (0—Any headlamp is coated with a coloured lacquer. (1)—Any lamp is modified by the attachment to the lamp or to the vehicle of any device which reduces the brightness of the light (k)—Any reflex reflector is broken, missing, defective, or incorrectly or insecurely installed. (a)—Any return spring is damaged or missing. (b)—Any component is missing, damaged, worn, or out of ' adjustment so as to prevent the engine speed dropping to idle with the transmission in neutral, when the accelerator pedal is released. (c)—The power steering drive belt is worn, cut, glazed, frayed or slack. (d)—The fluid level in any clutch or brake syStem reservoir is below the specified fill level. (e)—The brake master cylinder shows evidence of leakage, or master cylinder rod is improperly adjusted. (f)-The, horn is loose on its mounting. (g)—The steering box shows any looseness in its mounting to the body or frame, or has any nut or bolt missing. )(h)—The steering shaft coupling or spline is insecure. va uum' hose, tube or connection is-leaking, restricted, abraded, crimped, cracked or broken, rubbing against structure, or has a damaged or missing clamp or support. (j)—The vacuum pump air cleaner is not clean. (k)—Any vacuum piston'packing, valve or diaphragm is leaking, or any other component leaks. (al—Any mirror is not securely mounted. (b)—Any mirror is cracked or broken or ties* any reduction in reflecting surface due to deterioration of the silvering. (c)—The inside rear view mirror has been removed, except on vehicles having no rear window or a rear window permanently obstructed by body. (d)—Any seat is not securely mounted or does not maintain position or adjustment. IN ADDITION TO REJECTS (a) TO (d) ABOVE, REJECT COMMERCIAL VEHICLES IF: (e)—A left outside mirror is not fitted. (f)—A right outside mirror is not fitted on a vehicle having no rear window or rear window , that may be obstructed by body or load. (a)—Any opaque material (wood, cardboard, etc.) is fitted in place of glazing in the windshield or in either front side window at the driver's left and right (b)—Any glazing material (including rear window) is crazed or discoloured, or has any exposed sharp edge, or has part missing. (c)—The windshield has any 'star; or crack running from edge to edge, in the area swept by the driver's wiper blade. (a)—The windshield wiper has been removed. (b)—All wiper arms do not move over the full range of travel. (c)—The Wiper arms stall when the engine is 4ecelerated. (d)—Any wiper blade is missing, badly worn or deteriorated so as to impair its effectiveness. (e)—The 'defroster systeni if fitted does not deliver air to the windshield. (a)—Any filament in any bulb or unit does. not produce normal light output when switched to the appropriate "ON" position. (b)—The turn-signal lamp flasher unit if fitted does not operate properly; or the turn-signal indicator lamp does not flash. (c)—The beam of any dipping headlamp 'does not switch correctly. (d)—The upper beam indicator lamp if fitted does not light or does• not indicate properly, • (e)—Any headlamp shutter or retracting headlamp fails to operate over the full range of Movement evcAourn 3 MIRRORS AND SEATING 4 . Or. The New Law Which Became Effective November ist, 1968, Requires That Every Automobile Bought Or Sold In Ontario MUST PASS a Mechanical Fitness Test as outlined below. Only when the automobile has been proven mechanically fit can a "Fitness Certificate" be issued. The certificate can be issued To Be Automobile Checked: Rejected If: by a licensed mechanic only. To Be Automobile Checked: Rejected If: (a)—The free movement of the steering wheel with no movement of the front wheels exceeds 2 inches, or 4 inches in the case of a commercial vehicle, measured at the steering wheel rim with the front wheels in the straight ahead position. (13)—The front wheels fail to turn from full right to full left and back again without jamming, fouling or roughness of the mechanism. (a)—The pedal pad has been removed, or is badly worn or insecure. (4)—Any pedal 'or any other' component is binding or has high friction. (c)—Arty pedal lever is misaligned or improperly positioned. (d)—Hard pedal condition is present, or the pedal free travel is less than 1 inch. (e)—Less than 1/5 of the total available pedal travel remains (passenger car) or the pedal is less than 2 inches above the floorboards (commercial vehicle) when the pedal is depressed under moderate foot force. (f)—The pedal moves slowly toward applied position while firm foot force is maintained on it for 1 minute. (g)—The pedal shows no. tendency to fall away from the foot as the engine is re-started while foot force is maintained on the pedal, in the vacuum system test. (h)—The brake failure warning light is inoperative on a vehicle with dual braking. (i)—The brake failure warning light comes on when a' brake pedal force of 40-60 pounds (manual) or 15-20 pounds (power) is applied, with the ignition switch on. IN ADDITION • TO REJECTS (a) TO (i) ABOVE, REJECT COMMERCIAL VEHICLES 'F: (1)—The rod stroke or chamber travel at any wheel, of an air — or vacuum — mechanical system or hydraulic power cluster from fully release,d to fully applied exceeds 75 per cent of the maximum allowable. (k)—Any axle fitted with brake drums and shoes is so set up as to • render the brakes inoperative. ,y 13,:aN (al—The mec*iism when set (but not hand-held) in the fully applied position fails to hold the vehicle against the engine, with the vehicle stationary and the engine at a light throttle setting for a few seconds only. (b)—The mechanism in the off position fails to release the brakes fiilly. (al—The front wheels are visibly out of alignment. (b)—Any non-load carrying ball joint shows perceptible movement. (c)—Either front ,wheel has excessive rocking play about a `horizontal axis, in the case of ball joints. (d)—Either front wheel has rocking play about a horizontal axis in excess of the following figures, in the case of king pins: Wheel Size 16 inch and under over 16 inch and including 18 inch over 18 inch measured at the tire sidewall. (e)—Eitber front wheel has excessive vertical (up and down) play between lower control arm and spindle. (al—Either front wheel has play about a vertical axis in excess of: Wheel Size Play 16 inches and under' 1/4 inch over 16 inch and including 18 inch 3/8 inch over 18 inch '1 /2 inch measured at the tire sidewall. (b)—The front wheels fail to turn smoothly-when manipulated. (c)—The high spot of the steering box is not in the wheels straight ahead position. (al—Any tire is worn sufficiently for the tread wear indicators to contact the road, or for less than 2/32 inch of tread to remain, in any two adjacent major tread-molded grooves. (b)—Any tire has exposed cord at worn spots. (c)—Any tire has cuts or snags deep enough to expose the cords. (d)—Any tire has any abnormal visible bump, bulge or knot apparently related to tread or sidewall separation or failure, or partial failure of the tire structure including bead areas. (el—Any tire has been regrooved or recut below the original new tire groove depth, except tires specially designed for such recutting and marked as Such, (f)--Any tire is of 6 smaller size than that marked on the vehicle placard, or is sufficiently oversize as to contact body structure, (g)—Any studded tire has fewer than 1/2 the number of studs of the corresponding tire on the same axle. (h)—A mixture of radial-ply and bias-ply tires is fitted. (0—Any tire valve is not in good condition. (1)—Any tire is under,inflated or fails to maintain the correct air pressure. IN ADDITION TO REJECTS (a) TO (1), REJECT COMMERCIAL VEHICLES IF: (k)—Any front tire is worn sufficiently for less than 4/32 inch of tread to remain in any two adjacent major tread-molded grooves. Ili—Any dual tire pair. is in contact with each other, or differ in overall diameter by more than 1/2 inch. (m)—Total load capacity of tires is less than licensed load limit of vehicle. (a)—Any bolt, lug, stud, spacer lock ring or nut is defective, loose or missing. (b)—Any wheel is bent, cracked or otherwise damaged sufficiently to affect the safe operation of the vehicle. (c)—Any wheel bearing is worn or . damaged or shows play between the brake drum and the back plate, or between the brake disc and the caliper. (al—Any drum or disc has any external crack, or cracks on the friction surface other than normal heat check cracks, which reach' an edge of the drum bore or periphery of the disc. (b)—Any drum or disc has mechanical damage to the friction surface. (a)—Any bonded lining is thinner than 1/32 inch when measured at the thinnest point (b)—Any riveted or bolted lining surface is within 1/64 inch of any rivet or bolt head. (c)—Any wire backing is visible in friction surface. (d)—Any disc pad is worn below 1/32 inch thickness when measured at the thinnest point. (e)—Any rivet or bolt is loose or missing. (f)—Any brake lining is broken, cracked or loose on the shoe or pad, or worn so as to indicate an out-of-round drum or warped shoe. (g)—Any lining or pad friction surface is contaminated or glazed. (al—Any wheel cylinder shows evidence of leakage. (b)—Anr wheel cylindeT,,piston is incorrectly connected to the .brake shOes: (c)—Any hydraulic hose or tube is abraded, leaking, restricted, crimped, cracked or broken, rubbing against structure, or has a damaged or missing clamp or support. (d)—Any connection is leaking. (e)—Any brake line is fouled by an extra shock absorber. (f)—Any mechanical part is misaligned, badly worn, broken or missing. (g)—Any pull cable is badly worn, stretched or frayed, or not operating freely. (h)—The parking brake disc or facing is broken or badly worn. (a)—Any chassis frame member is cracked or any chassis frame rivet is loose. (b)—The floor pan is perforated by rust or other damage. (c)—Any seat belt anchorage is not secure in a vehicle equipped with seat belts. (d)—Any spring, shackle, u-bolt, centre-bolt, shock-absorber, radius rod or stabilizer link is loose, bent, broken, disconnected or missing; or air bag suspension is leaking, flat, or inoperative. (e)—The rear axle is tracking improperly so as to affect control of the vehicle. (f)—Any steering mechanism link shows damage, repaired damage or the steering mechanism has been modified so as to affect the proper steering of the vehicle. (g)—Any nut, bolt or cotter pin is loose, worn or missing, (h)—There is excessive fluid leakage from power steering system. (i)—Any steering linkage joint shows excessive wear when the Pitman arm is manipulated. (a)—Any component of the system is missing, perforated, patched or not securely mounted. (b)—Any joint or seam leaks (as indiCated by exhaust gas or noise). (c)—Any component is causing charring or other heat damage to any wiring, fuel line or combustible material of the vehicle. (a)—Any mounting or attachment of tank or fuel line is insecure. (b)—Any leakage is present at any point in the system. (c)LThe drive shaft or any U-joint is damaged or has any loose, missing, or damaged bolt. (al—The graduation of the mechanical aimer. is higher than 1/2 down, or lower than 31/2 down; or is lett of straight ahead or more than 4 to the right (b)—The top edge of the lower beam high-intensity zone is more than 2 inches above or below the horizontal centre-line of the larhp; or the left edge of the lower beam high intensityzone is to the left of the vertical centre-line of the lamp, or more than 6 inches to the right.
