(Denny Scott photo) Morris-Turnberry councillors decided, at their Nov. 20 meeting, to continue discussions with the Ausable Bayfield Conservation Authority (ABCA) about providing staff to enforce the Clean Water Act. Jenna Allain, program supervisor for the Drinking Water Source Protection program at ABCA, explained to council that the ABCA and Maitland Valley Conservation Authority’s (MVCA) Source Water Protection Plan had been submitted to the Ontario Ministry of the Environment in August. It’s expected to be late 2013 before all the plans across the province havebeen approved, she said. But under the Clean Water Act municipalities are responsible for providing two officials to enforce the risk management plans for properties that have been identified as a potential risk to a municipal well. One of these is the risk management official who would work with those property owners identified to negotiate and develop a risk management plan to protect the well from contamination. The second position is the risk management inspector who is in charge of enforcing the risk management plan. The two jobs canbe executed by the same employee, Allain said. The municipality can have existing staff take on this work, could hire new staff, or could join with other municipalities to carry out these duties. ABCA is proposing to provide these services for the municipalities that come under the ABCA-MVCA Source Water Protection Plan with costs shared by all municipalities. The authority estimates the cost at $200,000 per year in wages, benefits, travel and overhead. If all municipalities agree, the cost would be divided among ninemunicipalities. It’s the method of dividing costs that becomes the issue. Allain said that if the cost was divided by the number of residents with connections to municipal water systems, the cost to Morris- Turnberry would be $1,673, since there are 14,000 municipal water There were seven tables of shoot in play on Friday, Nov. 23 at the Belgrave Community Centre. The next shoot is Dec. 14 at 1:30 p.m. Everyone is welcome. On Sunday, Dec. 2 at Knox United Church for Advent 1 the sermon is “Out of the Box Gifts” and it is also the sacrament of communion. The community congratulates Mark and Nicole Olson on the birth of Claira Grace Olson, who was born Nov. 6 at Stratford General Hospital. Proud grandparents are Neil and Ruth Olson and Randy and Donna White. Dwight and Janice Hallahan and the Belgrave Kinsmen were recognized for outstanding donations to the Wingham and District Hospital foundation for donating $49,000 over the past two years. The funds were raised through the Logan Hallahan Memorial Barbecue and Silent Auction through which the Kinsmen served approximately 350 people. On Sunday, Nov. 25 the Campbells celebrated Christmas at the Community Centre. Around 80 people enjoyed a delicious buffet dinner after Harold Jardin said the grace. This year Allan and Georgette Campbell were in charge and did a super job. Thanks to all those who helped out in any way. Nancy Jardin thanked them and then commented on all the names in the Campbell families with duplication and resemblance. Santa arrived on time to delight the children with treat bags. Picture taking with Santa was a hit with many parents and grandparents. As usual there is always a Christmas card exchange. This year everyone brought items for the Food Bank which Gordon Kaster picked up. An enjoyable afternoon was brought to a close with wishes for a Happy Holiday. The community Christmas dinner and meeting is on Friday, Dec. 7. TAKE NOTICE that the Council of the Corporation of the Municipality of Morris-Turnberry has passed Bylaw No. 73-2012 on the 20th day of November, 2012 pursuant to Section 222 of the Municipal Act, S.O. 2001, c.25 as amended.
