Huron County Council voted to go ahead with a county-wide rain barrel project, similar to the project carried out in Wingham several years ago. At the Sept. 12 Committee of the Whole meeting, council originally turned down a motion by Bluewater’s Paul Klopp to note and file the recommendation, but not dedicate any money to it, later passing the recommendation of Director of Planning Scott Tousaw authorizing a temporary part-time position at an approximate cost of $10,000. Tousaw said the project is “ambitious” and would be rolled out in conjunction with the mandatory septic inspection program. The concept behind the program is to reduce sewage flow and water consumption, Tousaw said in his report, building on the success of the pilot project that was conducted in Wingham between 2009 and 2011. The study was conducted by the Insurance Bureau of Canada and caught Warden Bernie MacLellan’s attention at the 2012 Federation of Canadian Municipalities (FCM) conference. Bluewater’s Paul Klopp said he appreciated the report and that rain barrels could be helpful, but that no one in Bluewater will want them, because there has already been significant investment in that area. Klopp said making it mandatory throughout the county would be unfair to those who had already invested in rain barrels or other alternatives. Central Huron’s Jim Ginn, however, said he felt the rain barrel program would be a relatively cheap solution to a problem that could be much more expensive down the road. “I don’t think we can let this go,” Ginn said. “Sometimes the simplest solution is the best solution.” Ginn suggested sending the project back to the Huron County Planning Department for suggestions on implementation. “This could be a very inexpensive solution to a lot of problems,” Ginn said. South Huron’s George Robertson said that rain barrels were unnecessary in a built-up area such as Exeter and that a program forcing everyone to partake in such a program was unfair. “We don’t want rain barrels,” Robertson said. “We spent a lot of money fixing the problem.” Councillor Jim Dietrich said that because of the different needs in each municipality, perhaps the rain barrel program could be rolled out at a municipal level, with only municipalities who feel they need the help taking part. “That’s where it needs to be done,” he said. After Klopp’s motion to note and file the recommendation was defeated, MacLellan made a motion to accept Tousaw’s recommendation that passed in a recorded vote with nine votes for and seven against.
